Duties

As an Economist GS-0110 , you will:
  • Serve as a subject matter expert on complex collection concepts and procedures.
  • Conduct research on emerging collection issues, diagnoses problems, and recommends changes to plans and goals, and implements corrective action.
  • Serve as a liaison and provides technical support between regional and national offices on issues related to assigned surveys.
  • Coordinate the development and implementation of training regimens for complex concepts, methodology, and procedures.
  • Ensure training output conforms to program goals and objectives and meets the needs of the regional collection and management staff.
  • Develop operationally feasible plans for implementing systems upgrades which impact collection instruments and OFO management applications.

Qualifications

Economist Series, 0110 GS 13 :

Applicants must meet the following Basic Education Requirement to qualify for this series as described below.

Basic Requirements

1.Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

2.Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic education requirements above, applicants must meet the following experience:

SPECIALIZED EXPERIENCE REQUIREMENTS:

A qualified candidates online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade GS 12 in the Federal service or equivalent in the public sector.

Specialized Experience is defined as:
  • Reviewing and evaluating technical procedures, data collection forms, system requirements, and other collection materials for operational feasibility and conformance to accepted collection policy
  • Developing national collection plans for survey programs including overall workload, position control, resources, budgets, and deliverables to provide survey micro data within parameters of timeliness, quality, response, and productivity.
  • Analyzing data from the quality assurance program to improve survey processes and training, and monitoring regional conformance to established data collection policies and procedures.
  • Recommending ways to incorporate emerging technologies into the training program, such as computer based training, web based training, video training, and any other evolving training technologies.
  • Participating as a member of a team formulating short and long-term program plans, staff resources and budget requirements.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
