Duties

If selected for this position, you will join a well-respected team that is responsible for the development of procurement policy and procedures and for the conduct of management oversight for nation-wide delegation of procurement authority programs for the United States Attorney Offices (USAOs) and the Executive Office for United States Attorneys (EOUSA). Typical work assignments will include:
  • Developing and recommending contracting policies, procedures, guidance and control for subordinate contracting activities.
  • Analyzing and evaluating all contracting matters.
  • Researching and developing acquisition policy that is needed for EOUSA/USAO.
  • Ensuring a fiscal and acquisition software program Unified Financial Management Systems (UFMS) considers and complies with all federal acquisition technical requirements.
  • Conducting management and evaluation reviews of the acquisition programs of the USAOs.
  • Justifying, explaining, and negotiating acquisition policies.

Qualifications

To be qualified for this position, applicants MUST meet BOTH the basic requirements and the specialized experience described below.

BASIC REQUIREMENTS:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. If using this exception to qualify you MUST submit a Notification of Personnel Action (SF-50) that supports the title, series and grade occupied on 01/01/00.

AND
You must be able to attain and retain at least a Level III Federal Acquisition Certification in Contracting (FAC-C) as a federal contracting professional. FAC-C has a specific training requirements with some courses online as well as classroom courses. You must provide proof of current, FAC-C Level III Certification in your application.

In addition to meeting basic requirements as described above, applicants must also meet the specialized experience as defined below.

Specialized Experience: Applicants must have at least one full year of specialized experience equivalent to the GS-13 level in Federal service, performing the following types of tasks independently and on a regular and recurring basis: providing technical advice on a variety of Federal procurement topics and issues; planning and developing training sessions on acquisition topics; providing consulting services to assist in identifying programmatic inadequacies and to improve overall Federal acquisition efficiency and effectiveness; ensuring that policy, practices and procedures are in compliance and in accordance with applicable Federal acquisition management laws, rules, regulations and agency policy; and providing analysis and evaluations of all contracting matters.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
