Duties

  • You will be responsible for the continuity, efficiency, and effectiveness of management for all elements of Integrated Program Team acquisition activities in the Program Office.
  • You will have the authority to act on all PMA-262 matters in providing direction to program office workforce and coordination with external stakeholders.
  • You will provide management direction to all PMA IPT Leads and to other personnel both government and contractors who support the program.
  • You will also be responsible for directing the activities of the PMA-262 Executive Leadership Team (ELT) to ensure integration of program products, to identify problems and to facilitate resolution of problems across all PMA-262 IPTs.
  • You will exercise delegated managerial and supervisory authority to direct, coordinate, and oversee work of subordinates.
  • You will apply the tools and techniques of process identification and continuous process improvement in addressing program management problems and issues.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field A-Program Management Level III. Certification is required within 24 months of appointment.
  • This position is a designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band (GS 12-13 or NH-03) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Program Manager. Specialized experience must include some or all of the following: 1) Applying principles of the technical and business systems and the associated processes and practices used to manage weapons systems acquisition in the Navy; 2) Developing and maintaining an effective acquisition management team by using managerial, interpersonal, organizational and leadership skills; 3) Applying knowledge of the principles governing life cycle acquisition management within DoD, the DoD Planning, Programming and Budgeting System, and the Navy acquisition management process; and 4) Planning for and synthesizing requirements of functional areas, including engineering, logistics, budget, configuration management and other functional specialties into integrated strategies and processes to support the acquisition program.
