Duties

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade, Trade Policy and Programs, Antidumping and Countervailing Duty Policy Branch located in Washington, DC.

Law enforcement positions are expected to report to their duty station on a daily basis. However, due to COVID-19, some positions in CBP are currently in an expanded telework posture. If selected, and you are given on an entrance on duty date you will be provided additional information on the reporting requirements of your position.

Joining the Customs and Border Protection Office of Trade will allow you to use your expertise in trade policy development, interagency collaboration, and national-level program management. This position starts at a salary of $126,233.00 (GS-14, Step 1) to $164,102.00 (GS-14, Step 10) with promotion potential to $159,286.00 (GS-14 Step 10).

You will serve as a first level supervisor in U.S Customs and Border Protection (CBP), Office of Trade (OT). You will supervise a staff of International Trade Analysts/Specialists performing a variety of trade policy duties to effectively facilitate trade and manage compliance. Typical work assignments include:

• Supervising a staff of International Trade Analysts, facilitating trade and managing trade risk for imports subject to antidumping and countervailing duties including policy development and program management
• Maintaining effective relations with internal and external stakeholders
• Providing direction and supervision over trade policy and program, operational work assignments and guidance to internal and external stakeholders for trade-related issues trade facilitation and compliance
• Meeting with various key customers and coordinating officials, explaining organization policy, procedures, and resolving problems that arise
• Determining progress and strategy ensuring successful achievement on annual goals and priorities through collaboration efforts with major stakeholders

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

• Providing policy guidance to field offices on implementation and enforcement activities relating to trade priority issues and areas
• Planning, developing, and monitors trade program and strategies
• Managing the design and implementation of strategic initiatives of trade compliance and enforcement
• Participating in collaborative relationships with a broad range of stakeholders to address trade risk and concerns

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:

• Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
• Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/14/2022.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:

• Working for the U.S. Government as a federal civilian or as a member of the military
• A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
• Participation in a study abroad program sponsored by a U.S. affiliated college or university
• Working as a contractor, intern, consultant or volunteer supporting the U.S. government

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Additional information

Supervisory Training: All newly appointed, first-time permanent CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The training will include Supervisory Leadership Training (SLT) for three weeks, in Harpers Ferry, WV. Note: This training may be waived if previously completed.

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment and complete a supervisory training course within 12 months of assignment.

Bargaining Unit: This position is not covered under the bargaining unit.
