Duties

The Executive Secretary will be responsible for various projects, such as: 1) instituting immediate process improvements and innovations within the areas of policy coordination and review, document management, executive briefings, and executive administrative support; and 2) developing recommendations regarding the necessary structure and resources to ensure that DOJ's Executive Secretariat function is commensurate with the agency's size, complexity and scope.

Other duties include but are not limited to:

Identify immediate opportunities to improve policy coordination and review, document management, executive briefings, and administrative support, and make recommendations to the Assistant Attorney General for Administration, the Deputy Attorney General, and other senior DOJ leadership. Under the broad direction, guidance, and oversight of senior DOJ leadership, and through extensive coordination and collaboration with other offices and organizations, implement process innovations to realize these improvements.

Identify immediate opportunities to improve document management and other processes within the existing DOJ Executive Secretariat.

Serve as a liaison between the Department's components and the offices of the Attorney General, Deputy Attorney General, and Associate Attorney General, and engage as appropriate with peers at the White House, National Security Council, and other Cabinet agencies.

Represent the Department, including the Deputy Attorney General, on communications with staff members of the Department, and high-ranking officials of other departments and organizations.

Develop recommendations to the Deputy Attorney General regarding the long-term structure and function of the DOJ's Executive Secretariat by:
  • Assessing the functions of Executive Secretaries across the Federal Government, including development, approval and submission of written materials for Principals' review; policy and legislative clearance processes; correspondence and records management; compliance with Freedom of Information Act requests; and operational support for White House and interagency interactions;
  • Mapping if, how, and where those functions are currently conducted at DOJ;
  • Coordinating with other Executive Secretaries and the heads of Department components whose mission may overlap with these functions to identify an appropriate scope of responsibility for the DOJ's Executive Secretariat in the long term;
  • Identifying the management structure and resources required to accomplish the recommended mission;
  • Presenting a proposed action plan for establishing the new Executive Secretariat to the Assistant Attorney General for Administration, Deputy Attorney General, and other senior DOJ leadership.

  • This is a limited-term position not to exceed 3 years from the date of appointment.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications.

Qualifications

We recommend that your resume emphasize your level of responsibilities, the scope and complexity of the programs managed, and your program accomplishments, including the results of your actions. You will be evaluated to determine if you meet the minimum qualifications required of the position and on the extent your application demonstrates that you possess the knowledge, skills, and abilities required of the Executive Secretary. Please be sure to give concrete examples of your experience and demonstrate the complexity of the knowledge you possess.

YOU WILL BE EVALUATED ON ALL OF THE FOLLOWING MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Your responses to the MTQs should be embedded/addressed within your resume not to exceed seven pages.

MTQ: 1. Experience planning, coordinating, and overseeing the execution of projects to deliver the strategic priorities of a large agency/organization; providing highly specialized policy recommendations and broad organizational change to management, and advising senior agency leadership on significant decisions and their consequences.

MTQ: 2. Combination of administrative expertise, management skills, and senior-level experience in a leadership office of a Cabinet agency or like organization and an understanding of organizational effectiveness to engage with senior executives from other agencies.

MTQ: 3. Direct knowledge of and experience within an Executive Secretariat, or prior experience as a Senior Management Official such as, Chief of Staff or Deputy Chief of Staff in a large agency.

IN ADDITION, YOUR RESUME MUST CLEARLY DOCUMENT AND DEMONSTRATE THE FOLLOWING EXECUTIVE CORE QUALIFICATIONS (ECQs) EVIDENCE WITHIN YOUR RESUME NOT TO EXCEED SEVEN PAGES. PAGES EXCEEDING SEVEN (7) PAGES WILL NOT BE CONSIDERED:

Your demonstrated leadership ability and the evidence of the ECQs and MTQs must be clearly shown in your resume. A separate narrative statement will not be accepted.

ECQ1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
