Duties

  • Manage training and certification programs to remain in compliance with regulations and guidance such as the Defense Acquisition Workforce Improvement Act (DAWIA).
  • Recommend changes to the organization's policies, regulations, and memoranda pertaining to HRD and related actions and correspondence in order to explain guidance provided by higher authorities.
  • Communicate with personnel outside the organization on daily activities which may include but not limited to, Command G1, G2, G6, G8, Civilian Personnel Advisory Center (CPAC) offices.
  • Analyze workforce training data to consolidate and create materials, such as reports, charts, tables and presentation briefs for members of leadership.
  • Manage human resource development operations to include the planning, analysis, training, developing, administering, and evaluating of all programs.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes, 1) Identifying corrective needs for the workforce by analyzing data, interpreting guidelines and developing training needs; 2) Assisting workforce members with navigation through automated systems, such as Career Acquisition Personnel and Position Management Information System (CAPPMIS), DAU and Army Training Requirements and Resources System (ATRRS); AND, 3) Monitoring budget requirements for human resource development programs by determining, tracking and developing new training concepts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11 or above).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11/NH-02 or above).

This position is located at the US Army Test and Evaluation Command (ATEC), US Army Aberdeen Test Center (ATC), Command Staff, Management Support Division, Aberdeen Proving Ground MD.
