Duties

The following are the duties of this position at the GS-15. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Planning and conducting research projects, and preparing analyses and evaluations of specific developments and proposals relating to taxes. Developing models to analyze the economic consequences of these tax proposals.
- Writing memoranda and reports based upon prior economic and statistical studies and draws upon specialized knowledge of the economy, the tax system, and related administrative procedures.
- Providing authoritative advice on the design and development of analytical models for forecasting Federal tax receipts.

    You must meet the following requirements by the closing date of this announcement.

    Specialized experience for the GS-14: You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
    - Experience providing authoritative advice on proposed tax legislation and economic provisions; AND
    - Experience conducting economic analysis and studies, in fields such as public finance and tax policy issues; AND
    - Experience developing models to analyze tax policy issues and produce revenue estimates and receipts forecasts, using micro-simulation, econometric and other statistical techniques; AND
    - Experience performing a wide range of applied microeconomic research, in fields such as public finance and tax policy issues; AND
    - Experience preparing analytical research findings for Congressional testimony.

    Specialized experience for the GS-13: You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

    - Experience conducting economic analysis and studies, in fields such as public finance and tax policy issues.; AND
    - Experience developing models to analyze tax policy issues and produce revenue estimates and receipts forecasts, using micro-simulation, econometric and other statistical techniques.; AND
    - Experience performing a wide range of applied microeconomic research, in fields such as public finance and tax policy issues.; AND
    - Experience presenting the results of such analyses, studies, and research, both orally and in writing, to a variety of audiences.

    Specialized experience for the GS-12: You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

    - Experience conducting economic analysis and studies, in fields such as public finance and tax policy issues.; AND
    - Experience performing a wide range of applied microeconomic research, in fields such as public finance and tax policy issues.; AND
    - Experience presenting the results of such analyses, studies, and research, both orally and in writing, to a variety of audiences.

    Education

    Education Requirements:

    A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR

    B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

    Examples of qualifying experience include:
    1. Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
    2. Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
    3. Teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

    Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations: economic statistics; industrial surveys; management of individual business enterprises, including farms; industrial planning; writing or editorial work in economic subjects; and financial market analysis.


    The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions .

    CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.

The bureau human resources office will provide information on how to request a legally required exception from this requirement, if applicable.
