Duties

The purpose of this position is to perform a variety of highly complex program analysis assignments and studies where the employee applies qualitative and quantitative methods to the analysis and evaluation of program operations and line programs to determine their efficiency and effectiveness; and, provides technical assistance on all aspects of budget formulation, justification, presentation, data collection, performance analysis and reporting for assigned organizations.

Plans, organizes, analyzes, and evaluates the efficiency and effectiveness of major, substantive budget/finance projects of HHS program activities. The employee serves as an authoritative source of information and expertise to senior management for planning, organizing, and coordinating written reports. Typical assignments require developing detailed plans, goals, and objectives for the long-range implementation and developing criteria for evaluating the effectiveness of the programs. Identifies best practices and advises organizational leadership on how they could be adopted in other programs. Identifies and analyzes issues, problems, and challenges facing the program; formulates and evaluates possible courses of action for resolving them; draws conclusions based on relevant facts; and recommends solutions to organizational leadership. Problems and issues addressed involve complex matters such as availability of program funding; program staffing level; and distribution of program services. The incumbent is responsible for providing technical, program and policy support, analysis and guidance on substantive aspects of the work.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.

Specialized Experience:
GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service performing 2 of the 3 duties listed below:
  • Applying principles to a wide-range of qualitative and/or quantitative methods for the assessment and improvement of complex program effectiveness;
  • Evaluating information, budgetary proposals and similar products necessary for effective direction of program operations; and
  • Providing guidance on interpretation and implementation to agency managers on revised legislation, policies and regulations.
GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service performing 2 of the 3 duties listed below:
  • Applying qualitative and quantitative methods for the assessment and improvement of complex programs;
  • Providing staff support and making recommendations on new or modified developments to improve the programs performance; and
  • Applying techniques used in the Federal budget process, including the congressional budget process.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
