Duties

  • Plans and performs detailed activities towards project.
  • Analyzes and evaluate data, researching health information, generating reports, and compiling data. Communicates to participants and stakeholders.
  • Disseminates study results through written publications and oral presentation.
  • Design, plan, coordinate, lead and implement survey and data systems activities designed to support the collection, compilation, analysis and reporting of data on the health of the Native American communities.
  • Apply an extensive and detailed knowledge of survey methods and the analysis of survey data to identify and document the current situation and to explore emerging trends in measuring the health of the Native American communities.
  • Provide consultation, expertise and assistance to other professionals on survey/data system methods and the use of complex statistical and analytical techniques.
  • Plan, design and conduct research studies on the compilation and analysis of survey data, to devise improved analytical processes and approaches and related data systems, and to identify and report on health-related issues within Native American communities.
  • Other duties as assigned.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

You will receive credit for all qualifying experience, including volunteer and part time experience. BASIC REQUIREMENT(S):

Minimum Education Requirement:

Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Specialized Experience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.

Experience for this position includes communicating in-person and in writing to diverse audiences; reviewing and analyzing data using statistical techniques and statistical software such as SAS and/or Excel; Technical experience initiating, formulating, planning, as well as executing and controlling major statistical studies or continuing projects. Served as a consultant and advisor to top-level subject matter specialist or agency officials for broad research, administrative, or operational statistician guidelines. Applied and communicate data trends, relationships and recommend organizational and business strategy to make decisions. Develop and initiate statistical program management policy, strategies and objectives for data collection, design and release between cross-sectional government agencies, stakeholders and tribal entities.

Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Per IHS policy ( SGM 21-04 ) and E.O. 14043 , IHS selectees must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave.

This position is not covered by a Bargaining Unit.
