Senior Financial Reporting Editor Marketing Statement

The Washington Metropolitan Area Transit Authority (WMATA) Office of Management and Budget Services (OMBS) is seeking to hire a Senior Financial Reporting Editor. This position will have responsibility for the collection, analysis, creation and editing of written documentation and development of financial content and financial communications relative to WMATA financial performance and budgeting. The Senior Financial Reporting Editor will plan, coordinate, create, review and deliver oral, written, and visual presentations of financial performance including the Authority's annual budget book, quarterly financial reporting, and other materials for use by Metro's management, Board of Directors and local jurisdictions. The ability to convey WMATA financial performance metrics in written form, in a clear and concise manner is key. Activities of the role will include, but are not limited to, financial and statistical analysis, big data analytics and troubleshooting, preparation, proofreading and editing of detailed financial performance reports and detailed projections with appropriate supporting documentation, etc. The candidate will leverage a strong finance/economics and communications background to collect and produce financial content and presentations. The candidate should have excellent writing and communication skills and be able to present financial information and results in a concise and easily comprehensible manner. In addition, the ideal candidate has expert knowledge of Business Intelligence software, Excel, Hyperion, Oracle Narrative Reporting, and other publishing tools/methods to convey dynamic, real-time financial information regarding the health of the organization. The candidate must also possess a strong ability to multitask and meet frequent deadlines. Experience with jurisdictional and government reporting is a plus.

Minimum Qualifications

  • Bachelor's Degree in Finance, Accounting, Economics, Business Administration, Public Administration, Planning, Data Science, Financial Management, Political Science, Economics, Journalism, English, or a related field

  • Minimum seven (7) years of progressive and diverse experience in financial management, budget, financial analysis or public administration.

Job Summary

The Senior Financial Reporting Editor collects, analyzes, documents and communicates financial performance results for use by internal and external stakeholders. The incumbent facilitates development of the Authority's annual budget book, quarterly reporting, and other items for use by Metro's management and Board of Directors. The incumbent plans, coordinates, prepares, reviews and delivers the financial information and financial analysis to the Director of Financial Reporting, Vice President of OMBS, Executive Vice President/Chief Financial Officer (CFO), General Manager/CEO, Board Finance and Capital Committee, Board of Directors, local jurisdictions, and other stakeholders.

Essential Functions
  • Prepares written reports on the monthly, quarterly, and annual financial results of the Authority. The reports include revenue, ridership and expense results, variances from budget, as well as other programmatic financial positions (e.g., reimbursable activities, ridership trends and items of special interest to the Board of Directors). Coordinates with other finance and program staff who are responsible for preparation of the financial analysis and the narrative necessary to create and deliver defined reports to the Board of Directors.
  • Provides input and supports the development of oral, written, and visual presentations. Contributes to material development that conveys financial information to a variety of Metro's internal and external audiences. Uses desktop computer, printer, copier, using Word/PowerPoint/Excel/Adobe Creative Suite/Acrobat Pro to support the efforts.
  • Prepares and communicates financial information and analysis effectively to enhance the understanding amongst leadership and key stakeholders. Describes root-cause and applicable business units impacted and interprets large and/or complex data for accessibility, understanding and usability.
  • Collects, analyzes, documents and prepares internal and public reports concerning Metro's financial and ridership performance relative to budget and prior years.
  • Develops narratives to help explain financial results, trends, and forecasts.
  • Leads project-based deliverables for internal and external reporting.
  • Identifies and implements opportunities to make financial reporting more efficient, to include implementation of automation, improved workflows, etc.
  • Conducts data quality checks to secure Metro's credibility and allows management to access accurate data to be aware of the current financial health of the organization and recent trends.
  • Gains consensus from executive stakeholders on financial reporting needs and formulates data gathering and official reporting requirements, and coordinates with other team members in accomplishing assigned duties and provides guidance to junior staff.
  • Collaborates on the process and monitors, evaluates and reports on the implementation of the Authority's Business Plans ensuring the Strategic Plan goals, objectives and priorities are reflected in the operating budget.
  • Leads the creation of financial performance reports using Business Intelligence software, Hyperion, Oracle Narrative Reporting, best practices, and other tools/methods to provide dynamic, real-time financial information on the health of the organization.
  • Supports the need for budget changes, amendments, reprogramming and re-prioritization in the event of unanticipated and unplanned situations.
  • Prepares and gives representations on Authority programs, budgets, and financial analysis to WMATA staff and other stakeholders.
  • Supports the development of Annual Budget materials for review by the GM/CEO and approval by the Board. Provides financial analysis, prioritization methodology and performance measurement criteria and reports.

  • Prepares files for print or online publication.
  • Ensures documents are accessible for people with visual imparities and appropriately remediates them.
  • Researches industry-related topics to summarize information for internal and external produces.
  • Researches relevant federal and local topics including legislation, events, and other newsworthy developments that are relevant to Metro's financial reporting to summarize information for internal and external produces.
  • Meets deadlines in a fast-paced environment.
