Arlington County's Department of Management and Finance (DMF ) is seeking a Wage Compliance Administrator to monitor and ensure contractor compliance with the County's new Prevailing Wage Compliance Program and established Living Wage Program. This is an exciting opportunity for someone to be part of and help establish this important program. This position serves an ethnically and culturally diverse population, including those with limited English proficiencies.

Specific duties include:
  • Leading and managing the prevailing wage and living wage compliance programs which may include supervising and/or providing guidance to a team of compliance specialists;
  • Performing ongoing monitoring of wage compliance and requirements in all stages of a contract's lifecycle;
  • Tracking metrics on compliance efforts and results, evaluating them regularly for operational effectiveness, and providing recommendations for enhancements;
  • Serving as the primary Liaison between DMF, other County Departments, vendors and external agencies which includes coordinating with Department of Labor and Industry (DOLI) representatives;
  • Collaborating with DOLI staff and DMF's Purchasing Division on issues of non-compliance and sending appropriate cure and termination notices to vendors when necessary;
  • Reviewing and verifying reports for contracts to verify compliance with appropriate wage rates;
  • Conducting site visits to monitor contractor compliance by ensuring appropriate signage is displayed accurately and interviewing contractor staff to validate wages against payroll records; and
  • Providing training to the vendor community and to County Departments to promote awareness and understanding of compliance.

Selection Criteria
Minimum: Bachelor's degree in Business Administration, Public Administration, Finance, or a related field plus c onsiderable experience in contracts, purchasing, or supply management; compliance administration, auditing; or a closely related field of which includes at least one year of supervisory experience.

Substitution: Additional qualifying experience may substitute for the education requirement on a year-for-year basis.

Desirable: Preference may be given to applicants with one or more of the following:
  • Experience with wage compliance and/or auditing;
  • Bilingual English/Spanish
  • Experience with and knowledge of the Davis-Bacon Act and Construction industry accounting.

Special Requirements
Working Conditions:
  • The worker may perform activities inside and outside.
  • The worker may subject to cold (below 32 degrees) for periods of more than one hour and/or temperatures above 90 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions such as snow, rain, hail, wind and humidity.
  • Sedentary Work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
