The Configuration Manager (CM) is responsible for maintenance and continuous improvement of the process, working methods and tools, including configuration management of computer systems, networks and their configurations, workstations and their configuration, software development activity, performance tool development and distribution, and applications distribution. The CM will assist the Program Office by providing the overall CM infrastructure and environment to the product development team and supporting projects. The CM will also update policies and Standard Operating Procedures (SOPs) and make recommendations for instituting appropriate policy statements for existing management processes.

Essential Job Functions:

Manipulating data management systems to obtain customized reports and analyzing data to support program needs.

Developing metrics to measure the effectiveness of program initiatives and identifying areas requiring additional support and/or resources.

Assisting in the creation of a concept plan to support implementation efforts and continued development of the program.

Developing, coordinating, and reviewing executive-level briefings to report project status, facilitating understanding of key ECP processing issues, and presenting recommendations.

Reviewing and analyzing program areas to identify "gap areas" and proposing solutions to support project goals and meet compliance with regulatory requirements.

Collaborating with program stakeholders to identify program needs, document necessary actions, create standard operating procedures, write reports, and support programmatic documentation and tracking milestones and timelines to support overall program execution and future development.

Reviewing, improving, and updating program and policy documents by identifying needed updates and ensuring clear and accurate information is presented.

Responsible for configuration change tracking and documentation control to include, but not limited to concepts of operation, requirements identification and documentation, preliminary and detailed system definition, system design review, performance monitoring tools and production software as well as the set-up, maintenance, and ongoing development of continuous build/ integration infrastructure.

Ensuring the CM process is introduced and implemented according to guidelines from the process owner and that the CM environment facilitates product review, and change and defect tracking activities.

Writing the CM Plan and reporting progress statistics based on change requests and keeping the CM Management Database (CMBD) updated as well as performing audits on the CMDB.

Provides continuous coordination of progress on actions, tasking, and issues.

Supporting policies, standards, guidelines, governance, and related guidance for both CI/CD operations and for work of developers.

Enabling successful release management by moving code from Development and Testing environments to Staging and Production.

Supporting the product development activity so that developers and integrators have appropriate workspaces to build and test their work, and that all artifacts are available for inclusion in the deployment unit as required.

Creating and maintaining fully automated CI build processes for multiple environments and writing build and deployment scripts.

Supporting CI/CD tools integration/ operations/ change management, and maintenance and full automation of CI/ Testing.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Bachelor's Degree and 8 years of IT or related experience or a Master's degree with 5+ years of configuration management experience.

Active Secret clearance required.

Demonstrated knowledge and experience with business management analysis and reporting.

Working knowledge of MicroSoft Office Suite including Word, Excel and PowerPoint.

Knowledge of CI/CD tools integration/operations/change management, and maintenance as well as the full automation process for CI/Testing.

Agile Software Development and Management methods and ability to excel within an "Agile" environment.

Knowledge of source code control management systems and configuration management code branching/merging strategies.

Experience with scripting and GitLab preferred.

Strong written and verbal communication skills.

Ability to work in a fast paced, constantly changing environment.

Knowledge of Security Development Operations (SecDevOps), Cloud Technologies, and Configuration Management tools, including Jira, Confuence, Bitbucket, Jenkins, or equivalent required.
