This position is located in the Executive Office of the Chief of Police. The incumbent serves as the Special Assistant to the Chief of Police and is responsible for the management and implementation of administrative, management, research, special projects and supports the Chief of Police’s objectives and community programs (such as community outreach, strategic engagement).

This incumbent will be responsible for the following:

  • Conducts research and special projects and assures implementation of programs developed and initiated by the Chief of Police.
  • Oversees and coordinates community outreach and strategic engagement programs.
  • Performs advisory, planning and general administrative and scheduling support for the executive staff, including drafting memoranda, briefings and responses to official tasks.
  • Prepares special papers, statements, reports, memoranda, briefing packages, charts, spreadsheets and other written material relating to the day-to-day operations and functions of the office. Assists in preparing speeches and drafts articles regarding Office programs.
  • Manages the senior staff schedules, keeping them informed and aware in a fast paced, competing priority type of environment.
  • Provides confidential support for and advice to the Office.
  • Composes correspondence; coordinates appointments and/or reappointments; sets up meetings and conferences; and performs necessary follow up and communicates callers on sensitive and/or confidential issues received.
  • Performs other related duties as assigned.

Licensures, Certifications and other requirements

Incumbent must possess and maintain a valid driver’s license.

Education

Graduation from an accredited college or university with a Bachelor’s degree or higher is required.

Work Experience

Applicants must have at least one (1) year of specialized experience comparable in scope and responsibility to at least the MS-13 grade level, or its non-District equivalent, gained from public or private sector. Specialized for this position include, but is not limited to: experience leading special projects to identify and evaluate operational and policy issues to formulate recommendations for senior leadership; representing an organization at high level meetings, working groups and conferences; establishing and fostering effective working relationships and information networks with a broad spectrum of stakeholders; providing advice and recommendations to leadership on law enforcement policies, regulations, legislation and directives; and ability to supervise others.

Work Environment

Work location is in an office environment.  Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.

Other Significant Factors

  • Mastery knowledge and understanding of management principles, practices, methods and techniques and skill in integrating management services with the general management of the organization.
  • Knowledge of the court system and judicial procedures; DC criminal and District traffic laws and regulations.
  • Knowledge of the Metropolitan Police Department’s organizational structure and the mission of its components.
  • Knowledge of the District government’s organizational structure, mission and functions of its departments and agencies.
  • Skill in using application of statistical analysis methods.
  • Ability to exercise tact and discretion on interpersonal relations with persons at various grades, job categories and socio-economic levels.
  • Ability to effectively communicate orally and in writing to formulate and present report conclusions, explain and interpret factual information, and endure cohesive and cooperative work efforts.
  • Ability to supervise others.

This position operates within the confines of a 24/7 operation. Incumbent of this position is required to provide after-hours on call technical support including weekends and holidays. Incumbent may also be subjected to rotating shifts, weekend work and changes in days off.

A background investigation, to include a criminal, traffic and credit check are required for positions with the Metropolitan Police Department.

The incumbent is required to possess and maintain a valid motor vehicle operator’s permit.

This position is “At Will”. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. This position is not in a collective bargaining unit.
