Duties

Serves as Project Manager for administration of the Business and Support Services projects reporting to the Project Management Office (PMO) Branch Head. Candidate will be responsible for the overall management, completion and financial outcome of multiple projects in a timely and cost effective manner from inception to warranty. The Project Manager will execute, and finalize the projects according to strict deadlines, resource accountability and within budget. This includes acquiring resources and coordinating efforts of team members and third-party contractors or consultants in order to deliver tasks according to the plan. The Project Manager will also oversee quality control throughout all projects life cycle. Must communicate and train sustainment support requirements to the appropriate parties that includes direct reports and contractors.
  • Responsible for new initiative planning and implementation to include life-cycle replacement of systems (hardware and software)
  • Plan, lead, organize and control projects from beginning to end
  • Assists with developing long-range strategic program goals and policies
  • Define project deliverables that support business goals in collaboration with senior management, stakeholders and SME's
  • Develop full scale project plans and associated communications documents
  • Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion
  • Liaise with project stakeholders on an ongoing basis
  • Estimate the resources and participants needed to achieve project goals
  • Prioritize tasks, time and resources over multiple active projects
  • Coordinate resource availability and project priorities with managers
  • Must adhere to all DoD IT project requirements, i.e. Ditpr-DON, DADMS
  • Draft and submit budget proposals, and recommend subsequent budget changes where necessary
  • Determine and assess need for additional resources if necessary during project cycles
  • Develop best practices and tools for project execution and management
  • Identify, analyze and prioritize project risk then develop response plans
  • Organize and facilitate meetings and working sessions
  • Overall responsibility to quality of deliverables

Coach, mentor, motivate and supervise project resources and other JR PMs and influence them to take positive action and accountability for their assigned work. Supervises full performance NAF staff to include: assigning, distributing, and evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave; recommending and completing personnel actions; recommending and completing performance reviews; recommending and administering discipline; recommending and administering incentive awards; signing timecards; training employees; keeping abreast of, and actively supporting, the principles of the EEO program and prevention of sexual harassment; being alert to alcohol/drug abuse to take appropriate action.

May work a fluctuating schedule to conduct work assignments outside typical work week and work hours. Will travel to conduct work assignments, and attend meetings and conferences. Prepares correspondence, briefs, action documents, routing sheets, point papers, presentations and training sessions.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher level supervisor or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Uses any required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Performs other related duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs may be required.

Qualifications

BACHELOR'S DEGREE from an accredited college or university in business or information systems or a related field appropriate to the work of position AND THREE YEARS of project experience performing specific tasks within all project management phases, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Have, or obtain within 12 months of employment, Project Management Professional (PMP) certification. Should have experience managing projects to deliver IT and non-IT solutions to satisfy business capability needs. Must have skill to apply this knowledge to diverse and complex assignments that require development and implementation of new projects considering a variety of initiatives. Experience at working both independently and in a team-oriented, collaborative environment. Can conform to shifting priorities, demands, and timelines through analytical and problem solving capabilities. Reacts to project adjustments and alterations promptly and efficiently. Flexible during times of change.

Ability to read and interpret communications styles of team members who come from a broad spectrum of disciplines. Ability to elicit cooperation from a wide variety of sources, including upper management, clients, and other departments/business units. Skill to determine compliance with established policies and procedures. Skill to communicate effectively orally and in writing with Headquarters staff and at field command level. Possess excellent interpersonal skills to deal effectively with senior personnel and field reps. Ability to identify, analyze and resolve issues. Working knowledge of Microsoft Office applications. Skill to supervise employees in the accomplishment of work.

Eligible for incremental telework as determined by MR/MF policy.
