Duties

As a/an Human Resources Specialist, you will:
  • Provide day-to-day HR operational support, addressing issues raised by customers and recommending solutions and options. Serve as a technical resource to CFPB managers, employees and new hires responding to inquiries for assigned program areas or referring them to other areas as appropriate.
  • Work with Staffing Consultants and Senior Staffing Consultants to perform staffing and classification operations support functions.
  • Manage the CFPB on-boarding program and the Off-Boarding process. Troubleshoots issues and advises stakeholders as needed.
  • Manage external Details and Intergovernmental Personnel Act (IPA) programs. Consult with managers and assist them in working on external detail of employees to and from the Bureau. Work with program offices and external entities to prepare all detail documentation.

    Due to COVID-19, the Bureau is currently in a maximum telework posture through at least January 15, 2022 . If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office and maximum telework is revoked, you will be expected to report to the duty station listed on this announcement. At that time, you may be eligible to request to continue to telework on a routine or situational basis in accordance with the Bureau's telework policy.

    Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.
    Specialized Experience For the CN-51, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-40 grade level in the Federal service. (For qualification purposes, the CN-40 is broadly equivalent to the GS-09).specialized experience for this position includes:
    • Experience managing an onboarding program, ensuring all entry-on-duty forms are received and processed, coordinating with stakeholders to ensure equipment is received by new hires and monitoring new hires;
    • Managing an off-boarding program, processing separation and offboarding actions;
    • Providing information and responding to inquiries from new hires and applicants.
    • Entering personnel action requests into an HR Personnel system.
    OR
    A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
    OR
    Combination of experience and education. Only graduate level education in excess of the first 2 years may be credited for education and combined with experience. The total percentages must equal at least 100 percent to qualify.

Salary may be set from the minimum of the salary range to the midpoint of the salary range. In some instances, based on a selectee's extensive experience directly related to the position, salary may be set at or above the mid-point up to the maximum salary for that band level.     The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.     CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
