Duties

  • Develops and delivers supporting information security materials for network solutions.
  • Assists with policies and procedures to ensure information systems reliability and accessibility, to prevent and defend against unauthorized access to systems, networks, and data.
  • Identifies, tracks, evaluates, and reports on security incidents in accordance with DOJ policies, guidelines, and practices.
  • Supports infrastructure and operations by ensuring appropriate security solutions are applied.
  • Reviews final network installation and system plans for additional cybersecurity/security risks not identified during proposal stages and recommends work process changes to design.
  • Reviews system cybersecurity/security policies, guidelines, and procedures for systems processing multiple applications with differing and conflicting security controls.
  • Develop and prepare privacy-related compliance reports (e.g. Federal Information Security Modernization Act (FISMA)).

Qualifications

To qualify for the position of IT Cybersecurity Specialist (PLCYPLN) at (GS-2210-13/14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade.

Basic Requirements (OPM Individual Occupational Requirements):

1. Attention to Detail - is thorough when performing work and conscientious about attention to detail.
2. Customer Service - works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations.

AND

GS 13 Specialized Experience Statement: For the GS-13 grade level or equivalent pay band in the Federal service, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level or equivalent pay band in the Federal service. At a minimum, specialized experience must be in or related to the following:

1. Performing systems security certification and accreditation;
2. Conducting risk assessments to identify cybersecurity/security deficiencies; and
3. Developing policy, plans, and strategy in compliance with laws, regulations, etc. in support of organizational cyber activities.

GS 14 Specialized Experience Statement: For the GS-14 grade level or equivalent pay band in the Federal service, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level or equivalent pay band in the Federal service. At a minimum, specialized experience must be in or related to the following:

1. Resolves integration issues related to implementation of new systems;
2. Analyzing system and application security threats and vulnerabilities (e.g. buffer overflow, malicious code, etc.) and
3. Advising on infrastructure and system resource proposals, networks, and software designs for potential cybersecurity/security risks.

COVID-19 Vaccination Requirements :
1. As required by Executive Order 14043 , Federal employees are required to be FULLY vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination BEFORE appointment or onboarding with the agency. The agency will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.

2. Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 120 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

Due to COVID-19, if selected, you may be expected to telework for an undefined period under the Department's evacuation authority, even if your home is located outside the local commuting area. Employees in this status may be notified of a requirement to report in person to the component workplace with an advance notice of not less than 30 days. Prior to a requirement to report to the workplace, employees may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the component's telework policy.
