WHAT YOU'LL BE DOING DAY TO DAY

As a Public Health Advisor, you will use your knowledge of and experience with community-based substance misuse prevention public health programming to optimize business results and customer experience by:
  • Planning and administering comprehensive public health programs focused on substance use prevention and health promotion.
  • Advising officials on all aspects of public health program operations including budget and fiscal matters, and legislation and policy.
  • Supporting State, Tribal and community-based organizations to plan, develop and implement public health programs/ strategies focused on Substance misuse prevention.
  • Developing recommendations for program interventions and prevention strategies.
  • Analyzing program and public health data, and preparing reports for use in evaluating program operations and impact.
  • Establishing and maintaining an integrated system of information related to prevention and prevention programs.
  • Explaining proper lay use of products to promote health and substance misuse prevention.
  • Making presentations, provide program consultation, and respond to inquiries.

    Qualifications

    Basic Requirement:
    Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialize experience in each of the following five competencies:
  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

    Minimum Qualifications:
    For GS-11:
    To qualify for this Public Health Advisor position at the GS-11 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Specialized experience for this position includes having at least 1 year of experience in 4 or more of the following areas listed below:
    OR
    B. Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with major study in public health or other field of study with course work directly related to the work of the position to be filled or L.M., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

    C. Must have a combination of experience as described in "A" above and education as described in "B" above.

    For GS-12:
    To qualify for this Public Health Advisor position at the GS-12 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Specialized experience for this position includes having at least 1 year of experience in 5 or more of the following areas listed below:

    For GS-13:
    To qualify for this Public Health Advisor position at the GS-13 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Specialized experience for this position includes having at least 1 year of experience in 6 or more of the following areas listed below:
  • Community-Based Public Health: Supporting the implementation of public health programs at the community-level that promote substance use prevention or mental health promotion or other similar health promotion/wellness activities;
  • Public Health Analysis: Conducting public health program and policy analyses to identify and understand the impacts, needs and preferences of recipients of prevention and health promotion services;
  • Demographic Prioritization: Developing or adapting health programs and strategies to target specific public health populations and communities;
  • Data Analysis: Utilizing a wide range of advanced qualitative or quantitative tools for the assessment of public health program effectiveness;
  • Data Management: Using data management and analysis software tools to gather data, and handle data manipulations and analyses;
  • Communications/Written: Developing reports showing statistical graphs and charts reflecting data analysis and trends related to public health issues;
  • Communications/Oral: Communicating with stakeholders and/or recipients of public health services, to inform, train, convene and/or gather input on practices, needs and/or priorities;
  • Research: Conducting research on public health topics, and summarizing findings to inform public health practice.

    Vaccination Mandate : In accordance with Executive Order 14043 , Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to exceptions that may be required by law.
