This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

As A Workforce Planning Specialist, you will perform a variety of complex workforce planning assignments.

Specifically, you will:
  • Advise the Supervisory Workforce Planning Specialist and BPHC leadership of future workforce needs through the analysis of required activities, competencies, and other strategic considerations.
  • Conduct periodic and comprehensive evaluations of ongoing workforce planning development functions to work towards ensuring such goals are met. Recommends actions necessary to maintain or improve the quality or quantity of the Bureau workforce.
  • Design, direct, and manage a BPHC-wide process of organizational development that addresses issues such as succession planning, superior workforce development, training development, performance management, key employee retention, organizational design, and change management.
  • Manage projects related to the communication and collection of critical workforce information/data, leveraging bureau meetings, employee satisfaction surveys, agency operational assessment and surveys, newsletters, employee focus groups, and one-on-one meetings.
  • Assist in reporting that includes current workforce data of the organization and staff. Performs analysis to identify gaps between current workforce characteristics and the workforce required to achieve the bureau's mission and strategic goals in the future.

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

In order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
Examples of the minimum qualifying experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:

Conducting analysis to identify and assess workforce competencies, characteristics, and trends.

OR

Designing and implementing workforce development plans to enhance the organization effectiveness in meeting its workforce goals.

OR

Evaluating workforce development programs to assess an organization's workforce planning efforts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

WORKFORCE PLANNING - Knowledge of HR concepts, principles, and practices related to determining workload projections and current and future competency gaps to align human capital with organizational goals.

ORGANIZATIONAL DEVELOPMENT CONSULTING - Partners with stakeholders to determine causes for performance gaps and identifies developmental solutions in an attempt to improve organizational effectiveness.

DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision making.
