Duties

  • Perform economic analysis and/or research relative to the program(s) of the organization to which assigned.
  • Plan and carry out complex studies and analyses including determination of data needed to complete assignments; sources, reliability, and availability of such data; method of collections; and evaluation techniques to be used in interpreting findings.
  • Determine techniques for data processing and analysis, and for planning the presentation of findings.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the Census Bureau, if after November 22. The Census Bureau will provide additional information regarding what information or documentation is required and how you can request a legally required exception, upon request.

Due to COVID-19, the Census Bureau is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 calendar days. At that time, you may be eligible to request to continue to telework one or more days a pay period consistent with the Census Bureau's telework policy and approval from your supervisor.

This is a Term Appointment, initial appointment Not-to-Exceed (NTE) 2 years. This appointment may be extended an additional year at management's discretion.

A probationary period may be required.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a BARGAINING unit position.

Relocation expenses may be paid.

This is an open continuous announcement. The initial cutoff date for referral is December 17, 2021. After this date, the cut off dates are as follows:

January 14, 2022

February 11, 2022

March 11, 2022

April 15, 2022

Qualifications

Minimum Education Requirement:

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

AND

Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes: conducting independent, original economic research in applied microeconomics fields such as health, income, poverty, labor economics, econometrics or in macroeconomics; utilizing statistical packages to analyze household survey microdata or administrative record data using appropriate econometric techniques in the analysis and interpretation of economic research questions; providing written analysis to communicate economic findings; presenting research findings to professional organizations or academic audiences.

Education cannot be substituted for experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
