Director, Portfolio and Project Management Office (PPMO)The George Mason University Information Technology Services department - located on the Fairfax, Va. campus - invites applications for a Director, Portfolio and Project Management Office (PPMO) within the Enterprise Service Delivery, PPMO team. The Director is responsible for leading the activities of the PPMO and championing best project management practices, both within ITS and the distributed units at George Mason University. This position is responsible for facilitating and managing the priority of the portfolio of technology projects as defined by University leadership and is responsible for the active management of the daily PPMO processes and functions. This position is responsible for continuous process improvement, adopting and aligning the work of the PPMO with best project management practices and improving the overall project portfolio management (PPM) maturity across the University. As the leader of the PPMO, the incumbent is responsible managing all of the routine PPM tasks and for tracking and reporting on the portfolio of projects, including expectations of initiatives, conformance to plans, dependencies and deviations. As a key stakeholder in the governance of Information Technology services at the University, the Director, PPMO is also responsible for ensuring that the work of the PPMO is aligned with the broader Information Technology governance framework, continuously adds value to the framework, and meets the goals set for the enterprise by executive management.Responsibilities: This position provides oversight and direction to the staff of the Project Management Office within Information Technology Services organization.Facilitates among the PPMO stakeholders and organizational leadership a consensus around the mission and vision of the PPMO organization to foster a project-management-oriented culture and mindset;Leads the identification and development of PPMO roles, team configuration and recruitment appropriate to deliver the agreed-upon PPMO goals and objectives;Leads the identification and implementation (or improvement) of project management processes, methods, tools, guidelines, standards, and a maturity roadmap to establish a stable framework that supports all project teams and stakeholders to improve the probability of successful project delivery;Leads the identification, implementation, and facilitation of portfolio management processes and governance, including the intake mechanism, to ensure adherence to the enterprise strategy and drive business value;Develops and manages the enterprise roadmap aligned to enterprise strategic initiatives;Defines, manages and directs the needed end-to-end PPMO work effort, which includes leveraging best practices and techniques in identifying, quantifying and tracking the realization of expected benefits defined in business cases;Leads the identification, development, implementation, and monitoring of project and portfolio KPIs, metrics, leading indicators, project trending, executive presentations, and portfolio status reports;Provides ongoing coaching and mentoring to PPMO staff and project managers;Builds and maintains relationships with senior leadership and key PPMO stakeholders, and acts as a trusted advisor;Fosters collaboration, strategic alignment and integrated planning and execution across multiple functions in a matrixed organization;Regularly reviews and evaluates opportunities to improve the project management best practices to achieve higher maturity in PPMO; andEvaluate the management of a project and identify the areas (Business Case including Financial Model, ROI, Scope, Staff, Resource, Schedule, Risk and Finance) that either require additional definition or are not being sufficiently managed. Required Qualifications:Master's degree in information systems, business administration or a related field; 10+ years of relevant project and program management experience, including 5+ years of experience directing staff;Portfolio, Program and Project Management skills and experience, plus significant knowledge of project planning tools with evidence of practical application, such as MS Project Server and MS Planner;Exceptional leadership skills with the ability to develop and communicate the PMO vision, and inspire and motivate PMO staff;Strategic mindset to evolve an organization focused on portfolio, program, and project management and continuous improvement;Proven ability to influence and lead cross-functional teams in an environment of competing interests and limited resources;Ability to articulate, drive, and ensure process standardization and adoption of best practices;Demonstrated experience in financial management principles as they relate to portfolio and project management and delivery of a business case;Demonstrated ability to develop and execute a strategic resource plan;A distinctive blend of business, IT, financial and communication skills (This is a highly visible position with substantial impact, including influencing and forming relationships with a wide range of partners including senior and executive management); andSuccessfully manage different styles of employees; Provide clear direction and effective coaching. Preferred Qualifications:Working knowledge of Information Technology Infrastructure Library (ITIL) service management and related concepts;Project Management Institute (PMI) Project Management Professional (PMP) certification; andITIL Certification (Foundation or above).Salary is commensurate with education and experience.George Mason University is a great place to work where employees are given an opportunity to develop skills and expand horizons.
