Job Announcement

The Department of Public Works and Environmental Services is seeking an experienced Organizational Development and Training Specialist (OD&T) professional to provide professional training and OD services for a department of 1000 professional, skilled trades and manual labor employees.

This position will:
  • Advise department leadership on integrating leadership and management models with practices designed to meet the organization’s needs and ensure potential leaders have the skills to succeed.
  • Design and conduct appropriate interventions for organizational units/teams in transition.
  • Collaborate with senior staff and employee groups to assess training and development needs.
  • Design, develop, and deliver and/or coordinate virtual and classroom technical and soft skills training and development programs and curricula.
  • Coach supervisors on leadership and management strategies.
  • Facilitate and assist management and teams with developing effective strategic planning processes and outcomes.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”)
Graduation from an accredited college or university with a bachelors degree in education, business administration, public administration, organizational development or a closely related field; plus four years of professional experience in needs assessments, training and delivery, course and program design and development, education and/or organizational development activities.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  1. Graduate degree or graduate certificate program in organizational development; or professional coaching certification.
  2. Experience working with senior leaders to design and implement innovative training and development programs and OD interventions to improve leadership of a diverse workforce.
  3. Experience designing and conducting team building processes.
  4. Leadership coaching experience.
  5. Experience with Learning Management Systems and online collaboration tools such as MS Teams or Zoom.
  6. Experience developing organizational development and training programs for skilled trades and manual labor employees.
  7. Experience facilitating classroom/platform learning experiences for a diverse audience.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment and to use other automated technology. All duties performed with or without reasonable accommodations.
