Position Information
The Department of Parks and Recreation (DPR) is seeking an experienced, proactive, and goal-oriented Management Analyst to lead the department's performance management, strategic planning, accreditation and award efforts. This position will work closely with a variety of staff across the department to coordinate, review, and analyze information, lead the department's performance management efforts, and make strategic recommendations for improvements, which includes managing the department's key data and performing data analytics.

The Management Analyst position is a member of the Administration and Strategic Development Team (ASDT) within DPR, which encompasses human resources, public relations, budget, finance, and technology functions. This position will report to the Department Finance Officer, operating with substantial independence and self-direction.

Specific duties include:

  • Managing all aspects of the Department Strategic Plan, which includes annual progress monitoring and reporting, a comprehensive review and update every five years;
  • Managing the department's Commission for Accreditation of Park and Recreation Agencies (CAPRA) accreditation status, which occurs every five years, and includes annual progress monitoring and reporting;
  • Serving as a primary point of contact for data management requests and data analytics, particularly in response to annual surveys from applicable organizations. This includes coordinating the annual Trust for Public Land survey response, coordinating annual and ad hoc requests from other relevant agencies, and assisting with annual reporting data to various County departments.
  • Leading the department's performance management work, including collecting, reviewing, analyzing, researching, and improving upon existing performance measure data to achieve organizational goals and better analyze DPR outcomes;
  • Serving as a department mentor for performance management data, providing trainings to fill gap needs and assisting DPR leadership in identifying concerns and developing appropriate response strategies;
  • monitoring business performance and generating performance reports to DPR leadership, including a standard annual report, and presentations as needed.
  • Leading the department's award application process, which includes identifying, coordinating, and drafting applications to annual award opportunities from national and regional organizations, as well as reviewing and assisting with opportunities identified by departmental staff or county leadership; and
  • Performing other related duties as assigned.

The ideal candidate will be self-motivated and able to compile, organize, and present complex data and information in a concise and comprehensive manner, along with the ability to develop and maintain effective relationships with staff, and manage competing deadlines and priorities.

Selection Criteria
NOTE: This recruitment may be used to fill comparable vacancies within Arlington County.

Minimum Qualifications:

  • Bachelor's degree in Public/Business Administration, Accounting, Economics, or related field; and
  • Two (2) years of progressively responsible program administration experience, including data management, data analytics and/or performance management.
Substitution: Additional directly related qualifying experience may be substituted for the education requirement on a year-for-year basis. A Master's degree in a closely related field may substitute for up to one year of experience.

Desirable: Preference may be given to candidates with a Master's degree in a related field and experience with one or more of the following:

  • Proficiency with Microsoft Office Suite, particularly Excel, PowerPoint and PowerBI, or similar tools;
  • Performance management data and/or data analytics in the public sector; and
  • Managing accreditation with Commission for Accreditation of Park and Recreation Agencies (CAPRA).

Special Requirements
Applicant must possess, or obtain by time of appointment, a valid driver license, or the applicant must have the ability to use alternative methods of transportation to perform duties at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
