This is an exciting opportunity for an experienced IT professional to lead a team of IT Business Systems Analyst in the strategic implementation of IT programs and projects with significant impact on human services operations.

The Department of Human Services (DHS) is seeking an experienced senior level IT professional who has a passion for meaningful and challenging work to join a technologically progressive urban government agency as the Business Systems IT Program Manager. This position is part of the Information Systems Bureau (ISB) and will bring strategic leadership to a team of seven (7) Business Systems Analysts who provide technical support, business systems analysis, and system application review and development. DHS is a large complex organization with over 140 social services, mental and public health, and public assistance programs which are delivered through five diverse operating divisions. The ISB currently manages more than 70 federal, state and local information systems which support the varied program areas.

The Business Systems IT Program Manager reports to the ISB Bureau Chief and oversees the relationship between information technology and programmatic operations by designing, implementing, and integrating technology solutions which support information systems used in all five divisions and the Director's Office. The position will interface with departmental leadership to recommend overarching business strategies and their impact regarding the purchase of off-the-shelf solutions, procuring outside custom development, and/or designing in-house business solutions to meet the needs of the DHS business partners and the clients served.

Major duties include:

  • Tasking, supervising, and mentoring seven staff members, contractors and other resources;
  • Providing professional advice, subject matter expertise and problem-solving techniques to internal and external customers;
  • Working with department leadership to develop long and short-range technology plans;
  • Developing, implementing and maintaining project plans for new and ongoing technology projects;
  • Executing request for proposals and contracting processes for new technology initiatives;
  • Working with business systems analyst on new requirements or production issues; and
  • Developing and enforcing technology standards within the bureau.

Technical Environment:

  • Custom and commercial off the shelf (COTS) applications vary in size, scope, and complexity and primarily utilize Microsoft .NET and MS SQL Server technologies in physical and virtualized machine (VM) environments;
  • Other technologies and tools include MS SSIS, MS SSRS, Visual Studio, C#, PHP, HTML, SharePoint, PowerApps and TortoiseSVN and GIT for source control; and
  • Key knowledge areas also include SQL Server and job scheduling (ActiveBatch).

The successful candidate will demonstrate the following:

  • Effective people management and hands-on technical skills demonstrating the ability to lead a team of specialists utilizing best practices in application management and support services;
  • Proven ability to both develop functional/business requirements and turn them into technical options and solution designs/architectures;
  • Strong project and task management skills;
  • Effective oral and written communication skills to engage, influence and articulate technical business issues and solutions to a variety of stakeholders;
  • Excellent analytical, problem solving and decision-making skills within functional and technical areas; and
  • Proven ability to interpret functional/business requirements into technical options and solution designs/architectures, as well as timelines and costs for implementation, including deployment recommendations.

Selection Criteria
Minimum:
  • Bachelor's degree in Information Management, Computer Science, Mathematics, or closely related field; and
  • Significant and progressively responsible experience in the following:
    • Technical practitioner (software or database development) in custom software development in a .NET (desired) and SQL Server (required) environment (at least two years);
    • Direct supervision to a technical team including experience translating functional requirements into technical options and implementations;
    • Project management experience through the systems development lifecycle;
    • Demonstrated knowledge of change management and support of a major application in production, including job scheduling and operational alerts.

Desirables: Preference may be given to candidates with a Master's degree in Information Management, Public or Business Administration, and experience with one or more of the following:

  • Progressive direct supervision to a team of 5 or more IT professionals
  • Providing IT support to a large, complex human service or non-profit organization;
  • Public procurement, contract preparation and administration experience for business applications to include full project management lifecycle to support scope of projects; and/or
  • Experience with deployment, training, and sustainment of operating department business applications, and integration with other systems.

Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.

Special Requirements

Applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite.
