Position Information
The Department of Parks and Recreation (DPR) is seeking an experienced, proactive, team-oriented, and strategic Athletic and Facility Services Division Chief to lead DPR's Athletic and Facility Services (AFS) Division. The Division Chief is responsible for providing guidance, direction, and coordination for the AFS Division in carrying out the department's mission of promoting wellness and vitality through dynamic programs and attractive public spaces. The Division Chief ensures that the AFS Division operates efficiently and effectively in its day-to-day business across the department, County government and community.

The Division Chief is a member of DPR's dynamic and dedicated Executive Leadership Team (ELT) and works collaboratively with other senior leaders in the department to set policies and manage the overall strategic direction of the Athletic and Facility Services Division. The Division Chief will supervise a large staff, direct long-range strategic planning of policies, programs, procedures, and initiatives, will operate with substantial independence and report to the Department of Parks and Recreation Director. The Division Chief will also work closely with other County departments, Arlington Public Schools, community, and regional organizations and interested stakeholders to facilitate participation in DPR programs and access to indoor and outdoor community facilities.

The County encourages a high level of citizen involvement in local government and this position will be at the forefront of the Department of Parks and Recreation regarding grassroots efforts, civic engagement and inter and intra departmental coordination. The Division Chief will assist in carrying out the County's vision and support the department's efforts for Arlington to be a happy and healthy place to live, learn, work and play.

The Department of Parks and Recreation (DPR) is one of the largest departments in the County, providing expansive services to people who live, work, and visit the County. The department has an annual operating budget of nearly $50 million, a ten-year capital budget of over $220 million, nearly 300 permanent employees, many temporary employees, several hundred contractors and thousands of community volunteers.

Arlington County is nationally recognized for its park and recreation system, consistently ranking fourth out of the 100 largest cities in the United States by the Trust for Public Land demonstrating Arlington's success in meeting national standards of excellence. DPR is also nationally accredited by the Commission for Accreditation of Park and Recreation Agencies (CAPRA). The department provides a full range of park and recreation services and promotes wellness and vitality through dynamic programs and attractive public spaces. The facilities range from parks, sports fields, nature, and community centers to spray grounds, playgrounds, trails, a skate park and an aquatics and fitness center.

Specific Duties:

The AFS Division Chief oversees the operations of the department's community centers and pool complex, program registration and facility scheduling, and the administration of a wide variety of classes, programs, camps, and league activities. Some of the major duties of this position include:

  • Directing, managing, and leading a multi-disciplinary team of 60+ full time and several hundred temporary sports, administrative, and facility services employees;
  • Overseeing athletic programs and facilities to ensure assets are managed for optimum participation and accessibility for all ages, abilities, and interests;
  • Preparing, administering, and managing the annual division budget;
  • Establishing and cultivating effective relationships with other DPR divisions, county departments, community, and regional organizations, and interested stakeholders with a goal of superior leadership for the operations of park and recreation facilities, and the activities within them;
  • Providing direction and oversight of the County's newly opened (summer 2021) Long Bridge Aquatics & Fitness Center, including facility operations, program and membership oversight and rental opportunities;
  • Providing direction and oversight of the scheduling and management of over a dozen community centers, nearly 100 athletic fields, dozens of courts, and associated sports programs and activities;
  • Providing direction and oversight for the management and use of DPR's registration and reservation business system (RecTrac);
  • Overseeing the robust summer camp program, and other smaller scale camp programs offered throughout the year;
  • Serving as an advocate for athletic program resources for youth and adult sports and fitness facilities, recreational facility development and support services to serve all ages, abilities, and interests;
  • Liaising with elected and appointed officials, other government agencies, public and private partners, community leaders and customers and the public; and
  • Performing other duties as assigned.

  • Performing operation standards to ensure quality experiences through well-managed programs, spaces, and places;
  • Managing high performing operation standards and customized business solutions for a robust park and recreation agency;
  • Knowledge of National/regional trends and best practices in athletic programs and facility services;
  • Familiar with Laws, ordinances, and regulations governing facility and park use; and
  • Development and maintenance of appropriate records systems and preparation of accurate reports from assembled data.

Selection Criteria
Minimum Qualifications:

  • Bachelor's degree in a related area; and
  • Progressively responsible experience in strategic leadership and managerial capacity with a park and recreation organization or similar agency serving an urban, multi-cultural population or comparable government organization.
Substitution: Additional qualifying experience may be substituted for the education requirement on a year for year basis OR an equivalent combination of education, training, and experience.

Desirable: Preference may be given to candidates with a Master's Degree in related field and experience and/or certification in one or more of the following:

  • Operations management of community centers, fields, gyms, courts, and other recreational venues for community use and recreational programs;
  • Supervising, training, and evaluation a large and diverse workforce;
  • Developing preventative maintenance plans for facilities, including inspections, assessments, and repair or replacements;
  • Managing multi-million-dollar annual budget and long-range financial planning experience;
  • Management of RecTrac or similar registration and reservation systems; and
  • A Certified Park and Recreation Professional (CPRP) or Certified Park and Recreation Executive (CPRE) by the National Recreation and Park Association (NRPA).
