Technical Project Manager

Overview
Are you interested in utilizing your civil engineering experience and project management skills to deliver impactful and meaningful infrastructure solutions for the City of Alexandria, this is the position for you! The City's Department of Project Implementation is looking for a Technical Project Manager who will be responsible for managing projects throughout the design, planning, and construction phases. The employee will manage a wide variety municipal infrastructure projects that may include flood mitigation, stormwater and water quality improvements, sanitary sewer infrastructure, roadway improvements, transit projects, bicycle and pedestrian improvements and parks.

What you Should Bring
The Technical Project Manager will be a part of a multi-disciplinary team environment and will have the opportunity to provide unique and creative insight into the design and implementation of public spaces, facilities and civil infrastructure. A successful candidate will demonstrate significant planning, design, and construction phase project management experience for complex capital projects and will have experience managing a range of municipal infrastructure projects such as, stormwater, sanitary sewer, flood mitigation, roadway, transit, bicycle and pedestrian, and parks and recreation facilities. Experience managing multiple projects simultaneously and determining priorities is a plus.

The Opportunity and Key Responsibilities

  • Manage Capital Improvement projects through the Planning, Design and Construction phases.
  • Responsible for the delivery of capital projects, following project management best practices, City, and departmental standards to meet project goals and objectives.
  • Manage construction project teams, ensuring contract compliance and delivery of projects to City expectations.
  • Seek stakeholder input, gain consensus, and make recommendations and decisions in the best interest of the City and its residents.
  • Provide stewardship of capital funds through appropriate budget development, drafting of effective procurement documents, disciplined management of contractors and adherence to contract and regulatory requirements.
  • Serve as a Project Manager responsible for oversight of consultants and other associated design professionals responsible for preparing project plans, specifications, cost estimates, and other required documents or services.
  • Responsible for managing projects within the scope, schedule, and budget baseline. Monitor project progress, mitigate risk, and address adverse variances to baseline.
  • Maintain technical knowledge in design of multiple infrastructure projects. Expected to remain abreast of advancements and standards in project delivery, design plan development, regulatory requirements, technology support tools and design authoring tools and construction and material requirements.
  • Responsible for coaching and training associate project managers. Must meet all certification requirements and continually work to improve project management skills and knowledge.
  • Perform other duties, as assigned.
About the Department
The Department of Project Implementation (DPI) is responsible for the implementation of capital infrastructure projects including intersection improvements, stormwater and water quality improvements, sanitary sewer improvements, flood mitigation and park improvements. DPI staff promote excellence in project management and sound stewardship of public trust. The Department is currently managing 50 active infrastructure projects with a total capital improvement program value of approximately $677 million. The Department coordinates and plans complex, multi-departmental projects such as the Waterfront Small Area Plan Implementation and the Potomac Yard Metrorail Station. DPI is dedicated to continuous improvement and industry best practices and is committed to the continued professional development of staff members. Minimum & Additional Requirements

In order to minimally qualify all candidates must possess a bachelor’s degree in Civil Engineering, Construction Management, Landscape Architecture; eight (8) years of related experience in a position as a Professional Engineer or Landscape Architect of which, three (3) years as a project manager; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Professional Engineer or Landscape Architect licensure is required.

Preferred Qualifications

To be considered an ideal candidate, candidates must have fifteen (15) years of experience as a Civil Engineer of which at least five (5) years as a project manager for design and construction of capital projects and certification as a PMP (PMI) and/or CCM (CMAA). Must have and demonstrate experience serving as a Project Manager directly responsible for the oversight and management of multi-discipline teams including the management of project staff and design consultants and construction contractors utilizing industry best practices for project management. Additionally, experience working with elected representatives, appointed officials and citizen stakeholder groups is desired. The candidate must demonstrate excellent written and oral communication skills.
