Job Summary:
Westat is seeking a Telecommunications Installation Specialist for the National Health and Nutrition Examination Survey (NHANES) project. NHANES is a mobile nationwide data collection survey operating fifteen sites operating for approximately 8 weeks each within the US each calendar year.  In this role you will ensure delivery of internet connections to these mobile examination centers (MECs) in support of data communication between the remote site and the Westat home office in Rockville, MD. 

Job Responsibilities: 
Develop a schedule to ensure timely completion of the activities below.  This includes arranging for travel, housing and vehicles through the Westat Travel Office; and coordinating activities with other project team members.
 Assessment and Planning: 
•    Review sites and develop a plan for telecommunication delivery including locating existing access points for Internet services, WiFi bridging solutions if physical links are not possible, and outdoor cabling runs. 
•    Be available to provide access to network centers and/or phone closets for Internet service delivery, or collect appropriate contact information and protocol from our hosts. 
Physical Installation: 
•    Work with our site host to secure access to existing telecom resources. 
•    Order, receive and test Internet services. 
•    Ensure services are installed, a network path is in place, and services are fully tested prior to arrival of the mobile examination center (MEC).
Connection (once MEC arrives): 
•    Complete last-footage cabling required to connect equipment in the onboard telecom rack. 
•    Connect cabling and configure routers ports with new information with assistance from the project network engineer. 
•    Document and track circuit information, Internet Addresses, configurations, equipment used and locations.
•    Track telecom billing to ensure bills are being sent to the correct address and billing ends when services are terminated.
•    Ensure the Field Equipment Specialist assigned to the MEC can retrieve, disconnect and return equipment.

Basic Qualifications:
•    A High school diploma or GED equivalent or Certifications in either network engineering or cabling with at least 5 years of experience working in Network Engineering, working with Router Firewalls, Routing and Network Maintenance, or Telecom installation. 
•    A Bachelor's degree, preferably in an engineering discipline with 3 years of experience in Network Engineering working with Router Firewalls, Routing and Network Maintenance, or Telecom installation. 

Preferred Qualifications:
•    Recognized training as an electrician, fiber installer, telecommunications installer.
•    Experience with basic configuration of Cisco, Juniper, or Fortigate routers.
•    Bilingual in Spanish and English;
•    Knowledge of IP addressing and protocols such as http, https, ssh, telnet.
•    Knowledge of the use of common hardware and tools to build/anchor/attach/mount/secure cabling, repeaters, hubs, traffic speedbumps and roof masts.

Minimum Requirements:
•    Be available for extensive travel (approximately 75%) with a high degree of flexibility.
•    Possess a valid (current) driver's license.
•    Basic computer proficiency, administrative and clerical skills.
•    Effectively communicate with on-site telecommunication specialists, telephone and cable vendors directors, managers from hospitals, VA centers, county fairgrounds, malls and hotels to define installation requirements. 
•    Strong interpersonal skills and ability to work in a team environment 
•    Be able to meet physical requirements of the position, with or without reasonable accommodations:
•    Lift and carry equipment and materials.
•    Walk several blocks.
•    Climb a flight of stairs carrying equipment.
