Job Announcement

Serves as the manager of the Administration Work Unit and assists the Assistant Zoning Administrator in the day-to-day operations of the Zoning Permit Section (ZPS), to include:
  1. Providing day-to-day guidance and direct oversight of assigned staff in the Administration Work Unit in the review and issuance of all temporary use permits and is the primary point of contact for this permit type.
  2. Overseeing assigned staff in the evaluation of other select permit applications - such as home based business permits, height certifications and extension requests for approved land use entitlement cases - to ensure compliance with all applicable requirements
  3. Managing the flow and intake of information and applications into ZPS; serves as the official records manager in this capacity, to include supporting agency staff in the digitalization of daily work products, as well as the long term project to digitize existing ZPS files. Also serves as the primary point of contact for requests for information under the control of ZPS, to include Freedom of Information Act (FOIA) requests.
  4. Interpreting and providing technical guidance in the application of the Zoning Ordinance and the issuance of permits to elected and appointed officials, County staff, construction industry representatives, and citizens.
  5. Updating applications, standard operating procedures, and similar documents related to all work types within the ZPS, to include the upkeep of topic specific webpages on the agency’s public website.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university in a planning related field; plus four years of experience in a planning-related field.

NECESSARY SPECIAL REQUIREMENTS:
The appointee is required to complete a criminal background check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
Seeking individual with advanced knowledge of the principals, practices & techniques of planning and zoning, with strong organization skills and who can manage a fast paced work environment. Must possess strong written and oral communication skills, including the editing, oversight or preparation of technical review comments and related correspondence to the public; must be an excellent, effective, and innovative technical writer. Must possess strong interpersonal and public relations skills to work effectively with various officials, staff members in a team setting, citizens and other customers. Must be able to perform more complex work assignments with minimal oversight and be willing to confidently make technical and personnel decisions as they relate to the section and assigned staff.

Specific experience in zoning ordinance and zoning administration procedures strongly desired, to include the writing and/or editing of zoning regulations, technical staff reports, enforcement actions and/or other related technical writing. In addition, there is a strong preference for an individual with experience in reviewing complex land use plans, building permits, development plans, survey plats, and other zoning related legal documents. Must possess the ability to use a personal computer, word processing applications, printing and scanning equipment and Geographical Information System (GIS) based programs or related permitting review and/or government software.

PHYSICAL REQUIREMENTS:
Employee may be required to do some walking, standing, bending and carrying of items up to 15 pounds in weight. All duties are performed with or without reasonable accommodation.
