Job Announcement

Serves as a Section Chief and supervisor providing management of sanitary sewer rehabilitation program in the Projects and Assets Branch. Performs program management and contract negotiation / administration resulting in the inspection, repair and rehabilitation of critical wastewater collection infrastructure. Activities include the management of all tasks related to pipeline and manhole rehabilitation, backflow valve installation, easement and facility clearing for maintenance and construction activities, new asset acceptance testing in coordination with Land Development Services (LDS) and inspection of WCD assets for impact by third party construction. Develops and manages project scope, schedule, resource planning, stakeholder relations, coordination, contracting and correspondence for all activities listed above.

Required Knowledge Skills and Abilities

  • Knowledge of topographic and construction surveying;
  • Knowledge of common methods and equipment used in building, maintenance and facility construction and of inspection methods used in reviewing such work;
  • Knowledge of real property descriptions;
  • Knowledge of the Public Facilities Manual, the Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction and land disturbing activities in Fairfax County;
  • Knowledge of the principles, practices and techniques relating to construction project management and contract administration;
  • Knowledge of Fairfax County Purchasing Resolution and agency-specific A/E contracting requirements;
  • Ability to negotiate contracts and amendments;
  • Ability to enforce contractual specifications;
  • Ability to plan, monitor, direct and coordinate the work of a multi-disciplinary team(s) and/or subordinates;
  • Ability to review construction documents and proposals for cost evaluation and compatibility with County standards, guides and operational needs;
  • Ability to work effectively with construction contractors, design professionals, engineers, code enforcement and zoning personnel;
  • Ability to prepare technical reports and to present findings in a clear and concise format;
  • Ability to communicate and interact effectively with the public, senior County and State officials and citizen groups;
  • Ability to coordinate, conduct and facilitate meetings with public groups, citizens and other project stakeholders;
  • Ability to use a computer for word processing, preparation of spreadsheets, e-mail, and presentation materials.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university with a bachelor's degree in civil engineering, landscape architecture, environmental or life sciences, construction management, business administration, facilities management or related; plus five years of experience in the management of large and complex construction or maintenance projects to include two years managing multi-disciplinary teams with multiple contractors.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • NASSCO Pipe Assessment Certification Program (PACP) within 1 year of hire.
  • NASSCO Manhole Assessment Certification Program (MACP) within 1 year of hire.
  • NASSCO Inspector Training Certification Program (ITCP) within 1 year of hire.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a pre-employment physical examination, and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:
  • Strong leadership and management skills
  • Strong working knowledge of safe construction practices
  • Experience with construction of sanitary sewers
  • Working knowledge using various methods of trenchless rehabilitation of sanitary sewers and manholes
  • Familiarity of local, state and federal guidelines and regulation for construction activities.

PHYSICAL REQUIREMENTS:
Must be able to operate a motor vehicle. Work is generally sedentary; however, employee may be required to do some walking, standing, and bending. All duties performed with or without reasonable accommodations.
