Position Information
The Department of Environmental Services (DES) is seeking an experienced Design Engineer to work within their Engineering Bureau, which provides full-scale, in-house surveying, design, and construction management services for public works capital improvement projects. This employee will be responsible for completing in-house design from concept planning to final design and will work with consultants who perform designs on select projects for multimodal transportation, stormwater management, sanitary sewer, and water distribution projects. The projects are complex, with competing interests and range from $100,000 to $5 million in overall costs and the work is performed in a constrained urban environment.

The Design Engineer at the senior-level (Engineer III) is expected to perform the specific duties listed below completely independently. The journey-level (Engineer II) is expected to perform the specific duties listed below with limited guidance from their supervisor. The junior-level (Engineer I) is expected to perform the specific duties listed below with significant guidance from their supervisor.

Specific duties include:

  • Participating in project scoping and preparing concept plans;
  • Developing designs using Autodesk Civil3D or various modeling software and creating construction plans for all aspects of public works projects, and analysis of civil engineering systems and components ;
  • Developing construction specifications and special conditions documents;
  • Coordinating with County, State, and Federal regulatory agencies and obtaining stormwater and land use permits;
  • Determining property acquisition and easement needs and providing required or supporting information to surveyors and real estate specialists;
  • Preparing construction cost estimates and managing procurement and bidding of projects;
  • Providing technical support during construction and responding to Requests for Information;
  • Reviewing the work of outside consultants who provide design services on selected projects; and
  • Presenting projects for in-house review or to citizen's groups.

Selection Criteria
Minimums :

Junior Level - Engineer I (Minimum):

  • Bachelor's degree in Civil Engineering or applicable engineering discipline; and
  • Experience using Autodesk Civil3D or similar CAD software.
Journey Level - Engineer II (Minimum):

  • Bachelor's degree in Civil Engineering or applicable engineering discipline and;
  • Significant professional level engineering experience post Bachelor's with the design of public works capital improvement projects, including site planning, street design, storm water management, sanitary sewer design, water distribution or related areas OR Considerable professional-level engineering experience in related field, plus at least 1 of the required certifications.

Senior Level - Engineer III (Minimum):

  • Bachelor's degree in Civil Engineering or applicable engineering discipline ; and
  • Significant professional level engineering experience post Bachelor's with the design of public works capital improvement projects, including site planning, street design, storm water management, sanitary sewer design, water distribution or related areas OR Considerable professional-level engineering experience in related field plus at least 2 of the required certifications.

Substitution: Experience may not be substituted for the Engineering Degree requirement. A Master's Degree in Civil Engineering may be substituted for one year of Engineering experience.

Desirable: Preference may be given to candidates with a Master's Degree in a related field and experience in one or more of the following:

  • Designing urban street rehabilitation, storm water management, sanitary sewer, water distribution and related areas;
  • Preparing construction contract documents;
  • Conducting presentations to stakeholders including citizens and/or government officials; and
  • Using Autodesk Civil3D or similar CAD software.
Possession of one or more of the following Certifications/Licenses preferred:

  • Professional Engineer (PE) License or Engineer in Training (EIT) Designation;
  • Project Management Professional (PMP);
  • Certified Flood Plain Manager;
  • LEED Green Associate or Accredited Professional (AP);
  • Envision Sustainability Professional (ENV SP); and
  • DEQ Combined Administrator (either Erosion and Sediment Control or Stormwater Management).

Special Requirements
The following licensure, certifications, or trainings may be required based on assignment for Engineer II and Engineer III Levels:

  • Project Management Professional (PMP);
  • LEED Green Associate or Accredited Professional (AP);
  • Envision Sustainability Professional (ENV SP);
  • Certified Flood Plain Manager;
  • DEQ Combined Administrator (either Erosion and Sediment Control or Stormwater Management);
  • OSHA 30-hour General Industry course;
  • Safety Inspection of In-Service Bridges;
  • Arlington County Project officer + VDOT Advanced Work Zone Traffic Control; and
  • 40 hours approved training in FHWA, VDOT, NACTO, ITE or UVA - TTA.
This position will require travel around Arlington County for various meetings and field inspections. The selected candidate must possess, or obtain by time of appointment, a valid driver license, and must provide or authorize Arlington County to obtain a copy of official state/district driving record.
