The MIL Corporation seeks an Information Technology (IT) Internal Control Manager for our Federal Government client in Camp Spring, MD (in the Washington, DC Metro Area). The IT Internal Control Manager will lead teams conducting internal control reviews of financial and business systems, in accordance with the Office of Management and Budget (OMB) Circular A-123, Appendix D, the Federal Information Security Management Act (FISMA) and National Institute of Standards and Technology (NIST) standards. The Internal Control Manager will also provide IT internal control technical support to the government client.

  • Provide project management for internal control teams including status reporting, documenting lessons learned, maintaining project plan, risk management, deliverable quality assurance, scoping and strategic support to ensure client maintains unmodified internal control over financial reporting audit opinion.
  • Plan and execute internal control assessments in accordance with OMB Circular A-123 Appendix D, OMB Guidance, FISMA, NIST standards and the DHS Internal Control Management Assurance Guide.
  • Conduct process walkthroughs, tests of design (TOD), tests of operating effectiveness (TOE), and control re-performance tests. System level controls tested will include those for agency owned systems, service provider systems and Information Provided Entity (IPE) designed controls.
  • Review SOC 1 reports or similar service provider reports to test effectiveness of Complementary User Entity Controls (CUECs).
  • Prepare and review audit working papers, to include interviews, process narratives and flows, control matrices, test plans, test results, statistical sampling, data analysis, summary of deficiencies, summary memoranda, roll forward assessments and other related documentation.
  • Consult with the client on corrective actions, process improvements, fraud indicators, risk management, and implementation of proper controls.
  • Provide IT internal control related technical support for audit tools, dashboards, automation tools, briefings, white papers and other guidance.

Required Qualifications
  • Minimum 5 years of IT internal control assessment or other system audit experience.
  • Strong leadership and team building skills.
  • Detail-oriented, especially in the creation and review of working papers.
  • Excellent written and verbal communication skills.
  • Strong interpersonal and communication skills.
  • Ability to maintain timelines, meet deadlines and prioritize to handle multiple tasks simultaneously.
  • Excellent MS Office skills (Word, Excel, PowerPoint).
  • Per federal guidelines, you may be required to show proof of COVID-19 vaccination or willingness to obtain vaccination.
  • Travel: Some travel in the continental U.S. may be required to perform internal control reviews.

Desired Qualifications
  • In-depth knowledge of OMB Circular A-123, Appendix D, FISMA, NIST and DHS-specific internal control guidance.
  • Relevant certifications such as CPA, CISA, CISSP, CGFM, CIA, or CICA.
  • Experience with audit working paper platforms, audit automation tools, dashboards and/or data mining tools.




Standard position will only require standard DHS background check. Some positions will require a Secret clearance; please note that the clearance process takes into account financial background aspects.
