Job Announcement

Under supervision of the Talent Development Leader, the incumbent will coordinate, design, deliver, and evaluate talent development programs primarily focused on behavioral health evidence-based practices and/or regulatory compliance arranging for some programs to be conducted or developed by vendors or internal content experts. The Talent Development Specialist will play a key role in administering and troubleshooting the CSB’s section of the Employee U, which is the learning management system powered by Meridian Knowledge Solutions. The incumbent will also field and respond to inquiries about the CSB’s talent development programs and offerings.

The Talent Development Specialist will partner with staff to ensure accuracy, consistency, and timely dissemination of all information. The incumbent will maintain knowledge and ability to effectively use evidence-based and -informed instructional design models and frameworks, learning platforms and e-learning authoring tools (e.g., Adobe Captivate), Microsoft Teams, Microsoft Word, PowerPoint, Outlook, Excel, and related software programs and technology. Additionally, the incumbent will utilize time management tools and efficient and effective communication to accomplish all assigned tasks.

Illustrative Duties

  • Serves as a consultant to departments and agencies on various training/personal development issues;
  • Delivers and/or coordinates the delivery of various training programs on a countywide basis (i.e. supervisory development, staff training, and other personal development programs);
  • Assesses training needs of various divisions/departments and makes recommendations on program offerings;
  • Researches new training programs and makes recommendations on their procurement;
  • Coordinates the delivery of courses and prepares course descriptions for inclusion in training program catalogues and announcements;
  • Researches technology-based training;
  • Facilitates team-building exercises at the work group or departmental level;
  • Plays a support role in the implementation of various organizational development activities.


Required Knowledge Skills and Abilities

  • Considerable knowledge of adult learning theories;
  • Knowledge of group/team dynamics;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to conduct training needs assessments and develop and present training programs;
  • Ability to manage projects;
  • Ability to facilitate meetings and consult with agency staff and management;
  • Ability to keep current on the latest training theory and practice;
  • Ability to work independently and as a member of a team;
  • Ability to establish and maintain effective working relationships with peers and other county employees.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”)
Graduation from an accredited college or university with a bachelor's degree in education, business administration, public administration, or a closely related field; plus Three years of professional experience in curriculum development, delivery of training courses, needs assessments, and facilitation of team-building exercises.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and Child Protective Services Registry check to the satisfaction of the employer. A TB screening upon hire.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. PREFERRED QUALIFICATIONS:
  • Experience with and knowledge of behavioral health evidence-based practices and regulatory compliance.
  • Experience and skilled in training delivery and coordination, group facilitation, and instructional systems design.
  • Experience with developing and delivering virtual instructor-led training.
  • Experience using and knowledge of learning evaluation methods.
  • Experience with and ability to lead training and development project coordination efforts. Skilled in partnering and consulting.
  • Experience managing administration of Learning Management Systems (LMSs) and ability to learn new systems/software quickly.
  • Strong proficiency in Microsoft Excel, Outlook, PowerPoint, Teams, and Word.
  • Experience with and proficient in applications that support the creation of graphics.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature. Incumbent must be able to operate keyboard driven equipment. Ability to communicate with others both verbally and in writing . Sufficiently mobile to travel to various sites. Employee may be required to lift up to 15 lbs. Ability to lift audiovisual equipment, training materials and set up training room as needed. All duties performed with or without reasonable accommodations.
