Position Information
The Department of Environmental Services (DES) is seeking a Project Engineer to manage multiple complex urban infrastructure construction projects which have competing interests and manage a budget of $25,000 to $20 million. Project types include Multimodal Transportation, Bridges, Neighborhood Improvements, Stormwater, Water Distribution, Wastewater Collection, and Dry Utilities.

This position is in the Construction Management Section of the Engineering Bureau. The Engineering Bureau provides full-scale, in-house surveying, design, and construction management services for capital improvement projects.

Specific duties include:

  • Reviewing and interpreting construction drawings and specifications for urban infrastructure projects;
  • Administering and interpreting construction contracts;
  • Conducting pre-construction, progress and stakeholder meetings and preparing meeting minutes;
  • Performing field inspections and coordinating tests to ensure contractor compliance with contract documents;
  • Monitoring construction progress, reporting contractor activities, identifying and resolving construction issues, and analyzing construction schedule updates;
  • Preparing daily reports, documenting installed quantities and responding to general inquiries;
  • Analyzing and processing change orders and payment requests;
  • Coordinating project work with utility companies, affected businesses, residents, community groups, and other stakeholders;
  • Monitoring and enforcing safe working conditions and ensuring compliance with environmental regulations; and
  • Advising, training/instructing, monitoring, and approving recommendations of construction inspectors performing daily inspection of project sites.
The successful employee will have exceptional customer service skills and the ability to communicate and collaborate effectively with stakeholders, including contractors, laborers, engineers, managers, planners, and citizens. The employee will also have conflict/crisis management experience and understanding applicable local/state/federal regulations, leadership, and construction quality control and assurance.

Selection Criteria

  • Bachelor's degree in Engineering, Architecture or Construction Management; and
  • Three (3) years of experience in construction management, construction inspections or contract administration of urban infrastructure projects such as highways, bridges, buildings, site utilities, building systems and/or underground utility projects.
Substitution: Additional qualifying work experience may be substituted for the degree requirement on a year for year basis.

Desirables: Preference may be given to candidates with a Master's degree in a related field, plus experience in one or more of the following:
  • Administering and inspecting construction contracts and enforcing compliance with ordinance codes, plans or specification;
  • Using e-Builder construction management software, blueprint reading; and
  • Public sector contracting and procurement.
Possession of one or more of the following Certifications/Licenses (optional):

  • Certified Construction Manager (CCM);
  • Project Management Professional (PMP);
  • Professional Engineer (PE) license in Virginia or state with reciprocity; and
  • Engineer in Training (EIT).

Special Requirements
The following certification are required upon hiring or within 12 months:

  • OSHA-10;
  • VDOT Intermediate Work Zone;
  • E&S Inspector;
  • VDOT Asphalt and Concrete Field;
  • VDOT Pavement Marking;
  • VDOT Soils and Compactions;
  • Nuclear Safety Certification; and
  • ACI Field Testing Technician.
  • This position will require travel around Arlington County for various meetings and field inspections. Applicant must possess, or obtain by time of appointment, a valid Driver's license, or be willing to use alternative means of transportation. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
