The Child and Family Services Division of the Department of Human Services (DHS) is seeking a Child Protective Services (CPS) Domestic Violence In-Home Specialist to provide support with the stabilization of families experiencing domestic violence who are at risk of future abuse and of having children placed out of the home. Additionally, this role provides a continuum of ongoing and prevention services to assist families in strengthening protective factors and decreasing stressors (e.g. assisting families with developing and/or obtaining emotional and concrete supports, supportive and familial connections, and providing parent education).

The In-Home Specialist serves a culturally and ethnically diverse population and will be part of a team of Human Service Clinicians that serve as case managers to families, which includes providing direct case management services and support to kin caregivers to strengthen their capacity to nurture children in a safe environment.

Specific duties include:
  • Performing comprehensive assessments of children and their families, including home visits, to determine risk and safety;
  • Performing emergency crisis intervention to maintain safety and to provide services in the best interest of the youth;
  • Coordinating response with CPS Investigator when child abuse/neglect allegations involve domestic violence.
  • Providing safety planning with survivors of domestic violence to reduce risk and enhance safety;
  • Participating in court reviews and testifying in court;
  • Performing timely decision making under pressure, in non-standard situations, including recognizing what is most necessary;
  • Collaborating with law enforcement, domestic violence providers, and other community partners;
  • Coordinating Family Partnership Meetings to assist families in planning for safety;
  • Documenting treatment plans, detailed case contacts, progress notes, and service plans for court; and
  • Monitoring family cases with open Child Protective Orders including connecting family with resources and ensuring compliance with court orders.
The ideal candidate will have a social work background with expertise in domestic violence and have excellent interpersonal skills in order to communicate in person, by phone, and in writing with a multi-disciplinary team of family members and professionals to include social workers, supervisors, foster parents, parents, school staff, court services staff, and medical professionals for the purposes of coordinating supportive services.

Selection Criteria

  • A Master's degree in Social Work, Counseling, Psychology, or other directly related clinical discipline;
  • A clinical practicum involving diagnostic, treatment and case management services in a child welfare setting (foster care, adoption, child protective services, family preservation, permanency planning, or domestic violence) prior to graduation;
  • Two years of post-Master's degree experience providing professional clinical social work services, including one (1) year of experience with providing domestic violence services.

SUBSTITUTION: A directly related higher level clinical degree may substitute for the Master's degree education requirement and one year of child welfare work experience. In the case of the substitution, the remainder of the qualifying work experience must have been gained after the higher-level degree was awarded and must be in child welfare.

DESIRABLE: Preference may be given to candidates with experience in one or more of the following:

  • Performing child protective investigations;
  • Providing trauma informed services;
  • Providing crisis intervention services;
  • Working within the court or legal system, including providing testimony;
  • Providing family group facilitation; and/or
  • Bilingual: English/Spanish.

Special Requirements

  • Applicant must possess, or obtain by time of appointment, a valid driver's license. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. An offer of employment may be contingent upon a favorable review of the applicant's driving record.
  • A pre-hire background check will be made on all candidates who are selected for employment. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
  • The employee is required to travel periodically within Arlington and possibly outside the Washington metropolitan area to assist with conducting home visits in the client's homes, to schools, and other collateral sites based on case/client needs and to court to testify on specific cases.
  • A state of Virginia Central Registry check will be performed.
