Duties

The ideal candidate will have formal education, training, and/or experience conducting research related to defense infrastructure policy issues, including DOD climate adaptation policies, annual military construction budgeting; facilities sustainment, restoration, and modernization process; and DOD authorities and statutes governing real property and construction, installation management, and operations; with other key aspects of national security policy and federal budget processes.

Research tasks within the portfolio include analyzing defense infrastructure policy in the context of U.S. national security policy and federal budget processes. Examples include: 1) analyzing defense budget/appropriations, 2) evaluating legislative proposals, 3) identifying emerging issues, 4) assessing public and private implications of government programs or regulations, 5) assessing alternative approaches to public policy issues, and 6) evaluating governmental organization and administrative procedures to accomplish program goals.

Strong research, writing, and presentation skills are essential, as is the ability to synthesize complex analyses into easy-to-understand language for a non-technical audience. Analyst duties include conducting research and preparing authoritative, objective, non-partisan analytical studies and descriptive background reports on issues of national significance; providing personal consultation and assistance to congressional committees, Members, and staff on public policy issues throughout the legislative process; and participating in team research projects and seminars. The analyst is also expected to develop, over time, the skills necessary to provide public policy and legislative analysis and consultation to congressional committees, Members, and staff at increasingly sophisticated levels.

The analyst will formulate, plan and execute analytical research projects; determine what questions or issues are amendable to inquiry, and identify the kinds of data needed to address the inquiry, potential data sources and their limitations (i.e. integrity, time and cost to obtain). The analyst will evaluate data sets and related information about the data to determine their use as an authoritative source in a research project.

CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for more than a century.

CRS is well known for analysis that is authoritative, confidential, objective and nonpartisan. Its highest priority ¡s to ensure that Congress has immediate access to the nation's best thinking on public policy issues of interest to its Members and committees.

Analyst Duties Include:

Prepares a variety of analytical reports, memoranda, and written materials on public policy issues within the employee's area of professional knowledge to support congressional decision making.

Through personal consultation, assists committees, Members, and staff with consideration of legislative issues by providing information and analysis, and applying professional subject-area knowledge.

Participates in CRS seminars, workshops, and/or outreach programs for committees, Members, and staff.

Prepares a variety of descriptive and background reports, memoranda, and written materials on subjects or public policy issues within the employee's area of professional knowledge.

Locates and provides information requested by Members and committees of Congress or their staff.

This position is not eligible for permanent remote telework.

This is a non-supervisory, bargaining unit position.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

Library employees must be fully vaccinated by Monday, January 3, 2022. New hires must be fully vaccinated by the date of their appointment.

Employees are considered fully vaccinated when it has been at least two weeks since they received the second dose of a two-dose COVID-19 vaccine (e.g., Pfizer/BioNTech or Moderna) or the single dose of a one-dose vaccine (e.g., Johnson & Johnson/Janssen). At this time, booster shots are not necessary to be considered fully vaccinated.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
