Duties

  • Responsible for all financial, schedule planning, programming, budgeting, and execution of all Operations and Maintenance Procurement, Research, Development, Test and Evaluation (RDT E), and Foreign Military Sales (FMS) funding for programs.
  • Respond to special taskings and requirements imposed directly by the Deputy Project Manager and higher headquarters on an as required basis.
  • Function as an analyst for planning, mile stoning, prioritizing and funding work strategies and capability gaps for modernization/modification of Special Operations mission requirements

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level II in the Acquisition Career Field Business Financial Management within 24 months of entrance on duty.
  • Pursuant to EO 14043, all Federal employees, regardless of duty location or work arrangement, must be fully vaccinated for COVID-19 by November 22, 2021, or before entrance on duty if after November 22, subject to exceptions as required by law.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes 1) Manage the processing of accounting transaction using automated financial systems such as the General Fund Enterprise Business System (GFEBS); 2) Expertise in financial reporting, formulation, cost analysis, budget execution/justification, and data management and/or; 3) Experience applying analytical methods to manage business/financial programs and resolve program deficiencies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service NH-02(GS-11).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
