Duties

As Deputy Associate Administrator, OFAM, you will participate fully with the Associate Administrator in providing executive leadership and direction from a national level.
  • Oversees the grants management process and provides executive leadership and direction from a national level;
  • Develops, implements and administers HRSA policies/procedures for all financial assistance mechanisms;
  • Serves as HRSA's principal source of information on grants policy and financial integrity of programs;
  • Exercises oversight of HRSA's business processes related to assistance programs;
  • Exercises the sole responsibility for all aspects of grant and cooperative agreement receipt, award, and post-award processes;
  • Administers revolving loan programs, National Health Service Corps and Nurse Corps programs;
  • Serves as the Agency's focal point for coordinating financial audits and external financial assessments of HRSA grantees;
  • Ensures that appropriate actions are taken to correct deficiencies identified through audits or other reviews or investigations;
  • Applies sanctions, such as disallowing costs or terminating a grant, as appropriate;
  • Serves as the liaison to the Office of Inspector General for grant-related issues;
  • Manages the Agency's hotline for reporting fraudulent fiscal activities and maintains an assessment model for grantee oversight;
  • Consults with program officers to provide guidance and interpretation of laws, regulations, policies and guidelines relative to the HRSA's grant and cooperative agreement programs;
  • Directs the development and implementation of new or modified policies, procedures and internal controls;
  • Continually improve enterprise resource planning of the HRSA Electronic Handbook (EHB).

Qualifications

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your five page resume that you possess the five Executive Core Qualifications (ECQs) and Mandatory Technical Qualification(s), listed below.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
  • Demonstrated executive experience maximizing communications, collaboration, and consensus building with high level officials in Federal, State, local and private sector constituent organizations; including outside agencies and auditors, the Office of Inspector General, OMB and Congressional staff to support Federal Assistance/grants management programs, policy development or policy implementation to meet strategic goals or outcomes.
  • Demonstrated experience developing policy, ensuring performance/accountability, and enhancing the customer service experience for a diverse group of programs and organizations.
  • Demonstrated executive experience formulating organization-wide strategic direction for Federal assistance and grant programs.
  • Demonstrated executive experience in leading large and complex Federal assistance and grant management programs and activities, which includes developing Federal assistance and grants management policies, managing audits and corrective action plans and understanding major complex financial assistance and grants management systems.

    • Salary for Senior Executive Service positions varies depending on qualifications.
    • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served.
    • Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978.
    • Veteran's Preference does not apply to the Senior Executive Service.
