This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

Major Duties

As a Lead Public Health Analyst, you serve as the agency expert and coordinator providing education, technical assistance, advice and guidance relative to health workforce policy, legislation, and budget matters.

Your major duties and responsibilities include:
  • Identifying, distributing and balancing workload and tasks among employees; making adjustments to accomplish the workload and established priorities; and ensuring that each employee has an integral role in developing the final team product.
  • Overseeing and monitoring a team of analysts in producing, drafting, and revising public health policy documents, including responses to appropriators and Congressional staff.
  • Consulting with BHW leadership and key staff to establish organizational goals and objectives for service policies.
  • Directing public health activities that may include reviewing shortage designation applications and data, contracts, grants, and cooperative agreements materials.
  • Coordinating and communicating with regional and state-level stakeholders, such as primary care offices to review and evaluate programmatic effectiveness and compliance with statutory and regulatory mandates.
  • Providing guidance and resources in the use of various resources such as HPSAfind, the Electronic Handbook, and HRSA's Data Warehouse to confirm accurate information, review program eligibility, and ensure a high quality of data integrity.

QUALIFICATION REQUIREMENTS:

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

In addition to the above five Public Health competencies, in order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

Examples of the minimum qualifying experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:
  • Analyzing and evaluating federal legislative regulations, policies, etc. related to public health programs to assess their impact on existing or proposed public health program activities;
AND
  • Reviewing departmental and agency public health related directives and other proposals such as drafts of pending legislation, regulations and guidelines to determine their applicability to relevant public health programs;
AND
  • Providing technical advice and assistance in monitoring and evaluating federally funding public health grants or cooperative agreements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

ADMINISTRATION OF GRANTS, CONTRACTS, AND COOPERATIVE AGREEMENTS - Administers grants, contracts and cooperative agreements, including applying knowledge of organizational needs and deadlines.

PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.
