Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

-Analyze and assess the potential impact of U.S. policy shifts or global economic developments on the U.S economy and specific special interests.
-Identify and analyze substantive issues, independently structuring the work to be performed, evaluating the results attained, and recommending potential policy changes.
-Work with other analysts to monitor and assess the significance of emerging economic issues with implications that cut across many sectors of the economy.
-Study highly technical and complex questions assigned by the Office Director, the Deputy Assistant Secretary for Macroeconomic Analysis and the Assistant Secretary for Economic Policy

  • Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized experience for the GS-14: To be qualified for GS-14 level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the federal service. This is equivalent to performing the following duties for a minimum of one year:

    Conducting independent research into questions of economic significance and using advanced statistical and econometric techniques; AND
    Published independent research in peer-reviewed journal articles, doctoral dissertation chapters, or equivalent publications; AND
    Planned and implemented applied macroeconomic and/or economic policy-driven modeling; AND
    Led intra-office or interagency work groups to study questions of applied macroeconomic and/or economic policy significance; AND
    Developed applied economic or policy ideas through the use of economic research.

    Specialized experience for the GS-13: To be qualified for GS-13 level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the federal service. This is equivalent to performing the following duties for a minimum of one year:

    Planning, executing, and completing independent economic research projects by using appropriate theoretical models, statistical techniques, and software packages that would suitable for publication in academic journals; AND
    Compiling and analyzing macro data sets to construct tables or graphs that capture key findings; AND
    Working with macroeconomic data by collection methods or time-series techniques to assess the significance of changes in economic conditions; AND
    Communicating effectively, both in written products and orally, to present analysis at interagency policy meetings, policy-oriented workshops outside government, or private-sector consulting projects related to the public sector.

    Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the federal service. This is equivalent to performing the following duties for a minimum of one year:

    Plan and execute independent economic research projects, using appropriate theoretical models, statistical techniques, or software packages, that would be suitable for publication in academic journals; AND
    Compile and analyze macroeconomic data sets to construct tables or graphs that capture key findings; AND
    Communicate effectively, both in written products and during oral presentations.

    OR A related Ph.D. or equivalent doctoral degree

    OR Combination of specialized experience and graduate level education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

    Candidates who are in the process of completing the requirements for a Ph.D. will be considered for the GS-12 level as long as the requirements for a Ph.D. are completed within 9 months of application.

    Education

    Education Requirements:

    Degree: Economics, that includes at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    OR


    Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

    The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions .

    CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
    • Must successfully complete a background investigation.

    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9 . Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
    • As required by Executive Order 14043 , Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding, if you are scheduled to onboard after November 22, 2021. The bureau human resources office will provide information on how to request a legally required exception from this requirement, if applicable. You will be required to provide a copy of written documentation/proof of vaccination such as a CDC COVID-19 Vaccination Record Card prior to receiving a final job offer. If you did not receive a CDC COVID-19 Vaccination Record Card or no longer have it in your possession, contact the provider from which you received your vaccine or your state health department immunization information system. If you fail to provide satisfactory proof of vaccination or to establish entitlement to an exception, you will not be eligible for employment with the agency.
