Procurement Technician (Purchase Card Program Coordinator)/PD60008A

This position performs a series of analytical, administrative, coordinating and monitoring duties related to the Purchase Card Program. The Purchase Card Program was established to reduce unique purchasing requirements, increase the use of Simplified Acquisition Procedures, and obtain goods and services faster. Veterans Affairs (VA) must utilize the government purchase card for all micro purchases. Purchase cards must also be used, to the maximum extent practicable, for all purchases up to the simplified acquisition threshold ($100,000) where appropriate warranting has been completed.

Manages, administers and ensures compliance with the Purchase Card Program standards, policies and procedures at VA Medical Centers (VAMC) supported by the NCO. Purchases and payments made through the Purchase Card Program accounts for the major portion of the procurement actions of the VAMC's budgets. Purchases and payments with the purchase card also generate rebates, thus adding additional funds to the VAMC's budget. The incumbent responds to direct inquiries by the Office of Inspector General (OIG), the Austin Finance Center (FSC) and to the VAMC top management since program standards are part of the Director's performance measures. Proper performance of the program also directly affects management of funds and Fiscal performance indicators.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manages, administers, and ensures compliance with Purchase Card Program standards, policies and procedures, and VA and Federal Acquisition Regulations and financial regulations pertaining to purchase card procurement actions and use of appropriate accounting data. Ability to present classroom and individual instruction. Assures appropriate training with mandatory certification, as outlined in the purchase card guide of cardholders, approving officials, and alternate approving officials, prior to issuance of purchase cards. Provides technical assistance, education, performs audits, collecting, analyzing, and interpreting data and prepares management reports. Incumbent aids by trouble shooting problems and concerns timely via telephone or direct interaction, providing direction and solutions for problem areas. Generate reports in VistA program (includes IFCAP as it relates to purchase card program), Provide data for a variety of needs to include, but not limited to Word, Excel, Outlook, SharePoint, PowerPoint, etc.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work may require some physical effort such as standing, walking, bending or sitting. There are no special physical demands.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
