Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Coordinates GIS support to Agency program areas, prioritizes projects, and ensures customer satisfaction with resulting products.
  • Serves as the primary GIS liaison between APHIS and USDA Headquarters for operational and situational awareness tools and serves as a member of the USDA GIS Working Group.
  • Acquires, organizes, and maintains consistent geospatial data including data derived externally (aerial imagery, current meteorological information, land ownership data, etc.) and internally.
  • Supports Operations section staff in the establishment and maintenance of policies, procedures, and guidelines for use in the primary APHIS Emergency Operations Center.
  • Provides guidance and in-depth technical assistance to AHPIS program leadership and staff regarding the implementation and maintenance of agency-wide situational awareness tools.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

BASIC REQUIREMENT: Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

OR Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.

In addition to the basic requirement you must also meet the following:

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Implementing independently or as part of a team GIS methodology and associated software used to incorporate geospatial data into situational awareness products to effectively communicate critical information to peers and leadership.
  • Assisting in the utilization of programming languages such as SQL, python, and VBScript which are necessary to automate GIS data management and processing challenges.
  • Employing computer literacy skills with demonstrated technical proficiency utilizing automated resources in support of operational and analytical work.
  • Implementing the National Preparedness System and the National Incident Management System.
  • Articulating complex concepts in both oral and written communication to effectively prepare and present solutions to peers and leadership.
OR Successful completion of a Ph.D., equivalent doctoral degree in the fields of Geospatial Technology, Geographic Information Systems, Cartography, or closely related. OR 3 full years of progressively higher level graduate education leading to such a degree.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
