Duties

  • Serves as a project leader and senior financial analyst responsible for the conduct of major segments of broad financial management projects and studies.
  • As a project leader, divides financial management projects and studies into components and assigns to team members.
  • Oversees team members, generating ideas and approaches for total financial systems improvement, systems requirements, processes, procedures, personnel, and training.
  • Coordinates closely with and/or works in teams with systems accountants and computer specialists ensuring automated systems are integrated in design, function with overall financial systems.
  • Participates in and is responsible for major segments of agency-wide financial systems development and enhancement initiatives.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:
Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g one year at the the GS-13 grade level for consideration for the GS-14.

QUALIFICATIONS: In order to qualify, you must meet the experience and the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Financial Administration and Program Series, 0501
Use the Group Coverage Qualification Standard for Administrative and Management Positions .

Specialized Experience: GS-14 : One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped them with the particular competencies to successfully perform as a Financial Systems Analyst. Examples of such experience include: Knowledge of multiple functional and/or technical areas within Momentum Financials, which is one of the federal financial systems used throughout the federal sector. Experience leading testing and managing testers of financial systems development projects. Experience testing software, analyzing requirements, reviewing test scripts, working with users to document issues, resolving those issues, and working with contractors to document requirements. Knowledge providing functional and/or technical systems expertise, advice, and assistance with developing, configuring, and enhancing financial management systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitution for the GS-14 level.
