Duties

  • Renders and prepares legal opinions and professional advice, oral and written.
  • Analyzes problems in the Civil Law arena for impact with Acquisition Law and practice.
  • Provides legal advisory service to the command in connection with requests for release of contract information under the Freedom of Information Act.
  • Functions as Ethics Counselor for contract law activities.

  • Position requires a Jurisprudence Doctorate (J.D), the employee having successfully graduated from an accredited law school and the ability to practice law within the United States.
  • cont'd: Continuous membership in good standing with the bar of any state or the District of Columbia is required.
  • This position requires the employee to occasionally travel away from the normal duty station via military or commercial aircraft.

Qualifications

GENERAL REQUIREMENTS:
  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree ( LLB or JD ).
  • In addition, at the time of application, you must provide proof, dated within four months of application, of " active " status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in " active " status.
AND SPECIALIZED EXPERIENCE: In addition to the above requirement, you must have professional legal experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position, such as: Research and respond to difficult legal questions and methods of research, analyzing, interpreting, and applying Federal and State laws, regulations, policy directives, contracts, and other legal instruments; Examine, interpret, and advise on cases, instruments, directives, and makes recommended improvements or reversal of any adverse trends with attention to high risk/problem prone areas of adjudication; Provide legal advice on high-level inquiries, proposed legislation, policies, and regulations where a legal or legal related issues is involved; Develop solutions to problems involving highly intricate legal, factual, and political questions, and provides correct, practical legal advice and services in a timely manner.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of Federal acquisition law, (to include knowledge of sophisticated source selections and systems-type acquisitions), contracts (including knowledge of cost-technical trade-offs and FAR Cost Accounting Standards issues), Fiscal law, OMB Circular A-76, legal assistance and military administrative law.
  • Skill in written communication to produce a variety of legal documents.
  • Ability to independently perform research, analyzes, and draws meaningful conclusions.
  • Skill in oral communication to provide effective oral instructions or present effective arguments.
  • Ability to speak and deal with a wide range of individuals from various backgrounds.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
