Duties

Duties include, but are not limited to:
  • Serves as team leader, monitoring the work performed by subordinate team members.
  • Ensures that the organization's mission and vision are communicated to the team and integrated into the
    team's goals, work plans and work products.
  • Articulates and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and deadlines.
  • Identifies, distributes and balances workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks.
  • Provides advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
  • Trains or arranges for the training of team members in methods and techniques of team building and working in
    teams to accomplish tasks or projects.
  • Coordinates the preparation, presentation and communication of work-related information to the supervisor.
  • Represent the team in dealings with the supervisor or manager for the purpose of obtaining resources (e.g.,
    computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise.
  • Reports to the team on progress of team's projects and/or tasks, established milestones and ensure that all team members are aware of team goals and objectives.
  • Determines the extent to which the client possesses the knowledge, skills or abilities necessary to meet the goals or objectives.
  • Provides vocational and readjustment counseling to Veterans.
  • May meet with Veterans' families to assist in counseling activities.
  • Completes vocational counseling consultation requests integrating all data derived from interviews, tests administered, medical records and counseling.
  • Coordinates and/or administers and interprets a full range of standardized objective tests of scholastic aptitude, interests, achievement, motor performance and personality measures.
  • Provides case management for Veterans assigned to CWT or Vocational Assistance, reviewing work evaluations of performance, conducting inventories, assessing Veteran's progress toward rehabilitation goals and monitoring attendance and performance.
  • Coordinates with various resources to locate a training facility in the community that will be specifically suitable from the standpoint of the particular needs and problems of the individual.
  • Finds suitable employment opportunities in the community by visiting employment and educational sites.
  • Maintains awareness and fosters community contacts and contracts.
  • Makes periodic work place visits to help the Veteran adjust to the various vocational settings.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Experience articulating and communicating to the team the assignment, project, problem to be solved, actionable events, milestones, and deadlines.;
    • Experience conducting comprehensive evaluations to determine existence of a vocational impairments, severity, and feasibility of achieving vocational goals.;
    • Experience developing and preparing, with patients' and treatment team input, individualized treatment plans designed to address the patients' vocational, medical, and psychosocial goals.;
    • Experience providing a full range of Vocational Counseling and Rehabilitation Services associated with the daily operations of the Vocational Rehabilitation Services Program.;
    • Experience monitoring the work performed by subordinate team members

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The physical work is sedentary although the stress related to providing services to clients in emotional distress or who may be demanding and uncooperative can be more significant then that of most
sedentary positions. The driving of government vehicles on station and in the community is required. You must have a valid driver's license for this position.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
