Duties

The incumbent determines the general ledger accounts, journals, and subsidiary accounts affected, and the debit and credit entries to be made. Also posts and maintains manual and computerized ledgers and related subsidiary journals.

The incumbent receives and analyzes various types of documents to determine propriety, validity, budget, expenditure limitation, completeness and correctness of account data. Researches, interprets, and verifies which appropriation and general ledger accounts a document and subsequent accounting transactions will effect; establishes routines for input of those transactions. Also, reconciles through the use of approved formulas and reports, all subsidiaries with controlling general ledger accounts. Provides customer service to all NCA facilities in relation to financial reports, transactions, and systems processing.

Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Pandemic Telework Program - Due to COVID-19, the VA is currently in an expanded telework posture. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 12/08/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience, as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examining, verifying, and maintaining financial accounts and accounting data and ability to classify accounting transactions including the verification of the accuracy and completeness of the accounting data according to policy and procedures. Experience in reconciling general ledger accounts. Detail oriented and demonstrate teamwork and cooperation within the work group.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary and performed in an office setting with some carrying of computer reports, boxes, and ledgers.

COVID-19 Vaccination Requirement - As required by Executive Order 14043 , Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be fully vaccinated against COVID-19 and submit documentation of proof of vaccination before your start date. HR Office staff must verify your vaccination status prior to issuing a final offer of employment and before you report for New Employee Orientation. HR staff will upload vaccination information in the VA Light Electronic Action Framework (LEAF) system.
