Duties

This is an Excepted Service position under Title 42. Applications will be accepted from all groups of qualified persons (i.e., U.S. Citizens and U.S. Permanent Residents). No previous federal experience is required. This appointment does not confer any entitlement to conversion to a position in the competitive service.

As a Staff Service Fellow, you will make substantive contributions to the research and program development activities of CEPI and AHRQ in the areas of practice and/or health systems improvement and one of these related areas: implementation science, health equity, shared decision-making, patient engagement, human factors engineering or organizational science.

Your duties will include the following:
  • Lead multidisciplinary teams of researchers to conceptualize, develop, execute and evaluate dissemination and implementation initiatives to increase the uptake and use of PCOR findings to improve the quality of healthcare delivery to transform clinical practice.
  • Promote the use of health services research, and implementation science, decision sciences, organizational science, health equity, or human factors engineering to support effective practice and/or health system improvement and patient-centered interventions, such as shared decision-making, designed to improve the delivery of health care.
  • Serve as the Agency spokesperson on issues related to practice and/or health system improvement, including one of these areas: implementation science, health equity, shared decision-making, patient engagement, human factors engineering or organizational science.
  • Deliver speeches and chairs sessions at national conferences on these topics and serve as a national leader in research in their area of expertise and is frequently consulted by colleagues in the respective field on current trends, theories, studies, cutting-edge methods, and strategies.
  • Prepare research highlights and other reports summarizing and explaining the significance of key research accomplishments by grantees/contractors.
  • Facilitate communication and collaborative efforts with other Divisions/Centers and DHHS agencies in their area of expertise, establish and maintain effective collaborative and working relations with other government agencies, researchers, professional organizations, and other stakeholders.
  • Consult with professional health and research organizations in identifying and meeting research or other Program/Center needs and objectives.

Qualifications

Basic Requirements:

Applicants must possess a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Additional Qualification Requirements:

In addition to meeting the basic entry qualification requirements for a Staff Fellow, applicants must have a Doctoral degree (or equivalent) plus four (4) years appropriate post-doctoral health/research experience. (Career civil service equivalent GS-14).

Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment.

The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education

This position has an education requirement. You must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement. Unofficial transcripts will be accepted in the application package. Official transcripts will be required prior to your starting work.

Vaccination Mandate : In accordance with Executive Order 14043 , Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to exceptions that may be required by law.
