Requisition ID: 239190Requisition Posting End Date: 10/07/2021The Maryland Board of Public Works voted to advance the Maryland Managed Lanes project, allowing Accelerate Maryland Partners (AMP), a joint venture of Transurban and Macquarie, to begin work under a pre-development agreement (PDA). AMP will prepare a proposal to design, build, finance, operate, and maintain the toll lanes during the PDA.Bechtel has mobilized as part of AMP to provide constructability, estimating, construction planning, contracts, and procurement expertise. Once the AMP proposal is accepted, we will continue supporting AMP in the program execution phase.Maryland Managed Lanes is the first active project in the Washington, DC Urban Center, which intends to expand to other major projects in the region.Summary:The project estimator provides guidance to the Client and Sub consultants in the development of P3 Estimates, including the development of DC Costing Models and O&M Life Cycle Estimates, for Heavy Civil Infrastructure projects. Evaluates and Reviews P3 Estimates. Executes simultaneous tasks within broadly defined parameters.Responsibilities:The following duties are performed with respect to the guidance in the development of P3 Estimates, the process of conducting an evaluation of services and/or capital cost elements of a project or effort as defined by an agreed-upon scope that will be used to make key management decisions:Provides guidance and support to the Client and Subconsultant.Prepares for and Conducts weekly meetings with the Client's Customer.Assesses and integrates commercial terms and conditions into estimates under supervision.Reviews correct application of project controls concepts, practices, and procedures, specifically project schedules, work breakdown structure, and budgets.Reviews cost studies and life cycle cost estimates in specialized areas or in specialized discipline area.Guides others in the area of expertise.Reviews software-generated estimates for completion and technical accuracy ensuring quality and integrity and that applicable lessons learned are incorporated.Provides support in establishing pricing structures to be applied to quantities for estimates.Provides guidance on format and content of summaries and reconciliations, including segregation of cost according to the level of confidence.Identifies risk items to portions of the project work; identifies measures to mitigate risk.Reviews the escalation calculations for estimates of complex jobs.Supports the estimate reviews and presentations. Interfaces with Client's designated management personnel and Subconsultant on specific sections of estimate presentations.Job Knowledge:Advanced knowledge of P3 estimating methods, processes, and procedures for heavy civil infrastructure projects, requiring minimal direction and supervision.Understands estimate types, classifications, and components.Specifically understands detail level estimates and design packages.Experience with Lump Sum Design-Build and/or OOM estimates.Experience in Heavy Civil estimating.Significant knowledge and experience in quantity takeoffs, statistical analysis, and cost and price analysis and life cycle cost analysis.Skilled in understanding and implementing technical discipline processes, engineering drawings, quantity determinations, and mathematical and financial reports.Advanced understanding of craft productivity, current market pricing in related areas and knowledge of construction practices in local work region.Advanced knowledge of construction methods and techniques in the area of specialization and have a general understanding of other disciplines. Familiar with engineering and construction codes and standards.Knowledge of the principles of Life-Cycle costing, cost in use, and operating costs.Thorough understanding of cost index and escalation projection sources.Understands and contributes to risk and contingency assessment.Proficient in Microsoft and scheduling software applications currently being used by Bechtel (Word, Excel, Access, PowerPoint, Primavera, Microsoft Project).Proficient in estimating applications used for discipline estimates, especially HCSS.Skilled in oral and written communications, including presentation skills and ability to address a group of supervisors.Basic Qualifications:Level 1: Bachelor's Degree from an accredited university plus at least 9 years of relevant professional experience or in lieu of a degree, at least 15 years of progressive related work experience.Level 2: Bachelor's Degree from an accredited university plus 13 years of relevant work experience or in lieu of a degree, at least 19 years of progressive related work experience.Experience with P3 Estimates and capital cost estimate development.Demonstrated ability to readily analyze estimate data and correlate to other projects and conceptualize the total project scope.Experience working with multiple estimating disciplines and a matrix organization including Construction, Engineering, Project Controls, Procurement, Contracts and Commissioning to collect all necessary data on scope and quantities to prepare accurate estimates.Must demonstrate an advanced level of expertise in the use of HCSS, MS Word, PowerPoint, Power BI and Excel, typically acquired through multiple years of experience.Knowledge of engineering and/or construction management.The right to work and remain in the United States without sponsorship.Preferred Qualifications:Ability to review productivity analysis of construction operations and verify results of staffing and crew analysis of work operations by craft.Develops bid evaluation cost and schedule criteria and prepares bid evaluations.Experience with HCSS HeavyBid estimating systems.Preferred 5 years' experience in civil project.Shaping tomorrow togetherBechtel is one of the most respected global engineering, construction, and project management companies.
