Description The Maryland-National Capital Park and Planning Commission is a nationally recognized and award-winning agency providing land use planning; stewardship of natural, cultural, and historic resources; and delivery of recreation programs to the communities it serves. The agency is seeking a Budget and Procurement Specialist (Administrative Specialist III) within its Corporate Budget Division. This position is responsible for administering the financial functions of the department including performing complex analysis, budgeting, and procurement. Examples of Important Duties Monitors department budgets, performs financial analysis, and projects revenues and expenses.Prepares budget proposals and justification narratives to support budget requests.Analyzes revenues and expenditures, program requirements, staff recommendations, and management directives to develop budget needs.Researches and gathers data from various sources to prepare complex, long- and short-term department-wide financial projections.Employs enterprise financial system (ERP) to perform specific functions for procurement, contract management, and reporting.Leads and administers the purchasing, contracting, and payment processing functions of the department.Conducts research and analysis on various matters including budget, purchasing, and contracting.Ensures departmental compliance with Commission financial policies and procedures.Develops and presents budget briefings to Planning Boards, Commission, County Councils. Researches and administers grant programs and other funding sources, develops and submits proposals and ensures compliance with regulations and grant-specific requirements. Evaluates the effectiveness of existing agency-wide programs to improve efficiency, service, and cost containment.Ensures training of department staff on proper procurement procedures.Must have:Strong working knowledge of budgeting, financial analysis, procurement, and contract management.Demonstrated experience and comfort working in a fast-paced environment with considerable pressure to meet deadlines and handle multiple priorities.Strong critical thinking, analytical, and problem-solving skills. Ability to work independently with minimal supervision while solving complex issues.Ability to understand verbal and written information and to express such information so that others will understand. Expertise in Microsoft Excel, Word, and PowerPoint. Minimum Qualifications 1. Bachelor's Degree in Finance, Business or any related field.2. Four (4) years of progressively responsible experience in Human Resource Management,finance or any related field.3. An equivalent combination of education and experience may be substituted, which together total 8 years.
