Peraton is seeking a Systems Engineer to join our team in Greenbelt, MD to provide Network Operations Manager (NOM) support. Eventually this role will transition to include Mission Commitment Engineering (MCE) support. As the prime contractor on the SENSE Contract, Peraton is responsible for the Operations, Maintenance, Sustainment and Systems engineering of satellite communication systems for NASA.NOMs support the Near Space Network (NSN) Project and coordinate all Network integration testing for new customers, specifically Launch Vehicle (LV) and Robotics projects, which intend to use NSN services to support their missions.MCEs support the NSN Project and act as the contractor liaison between assigned mission customers and the NSN (which includes the Space Network and Near-Earth Network). Working closely with the NSN counterpart (ie Mission Manager), the MCE will gather and resolve communications requirements for the Networks and facilitate their successful integration into the Networks.Both roles are crucial to the successful integration of mission customers into the Network. The NOM works closely with the MCE and has the responsibility of ensure that all integration testing is conducted successfully per the established schedule. The MCE has the lead role and is responsible for gathering requirements and shepherding the mission through the entire integration process.Responsibilities:NOMCoordinates and conducts integration testing for mission customers.Develops mission integration test plans.Generates operational messages for test and Launch & Early Orbit Phase (LEOP) activities.Provides on console support to provide Network services for integration testing and LEOP.Configures, monitors, troubleshoots test configurations, and generates discrepancy reports for unresolved Network issues.Helps identify Network issues and escalates the same to the MCE and SENSE management.Closely works with the MCE to understand and execute the established mission integration schedule.MCEGathers and resolves Network requirements for new missions.Develops a series of technical documents for each mission customer: Service Level Agreement (SLA), Network Service Requirements Document (NSRD), and Concept of Operations (ConOps)Act as the SENSE Point of Contact for their assigned missions and will take responsibility to ensure all integration efforts are proceeding as planned by closely monitoring Project Schedule progress, identifying and elevating risks, facilitating communications across all Network elements, and regular reporting status to SENSE and NASA management.Will interface with NASA contractor and civil servant personnel.Assists in the determination of the mission Concept of Operations (ConOps) as it relates to the NSN.Coordinates and conducts meetings with the mission customer, NSN, and other service providers to plan and execute the integration of new (pre-Launch) missions into the Network.Generates review packages and presents the same to obtain resolution and agreement of the requirements for the Goddard Networks.Generates review packages and presents the same to demonstrate the successful integration of a mission and to show the pre-Launch status of the NSN.Provides updates to mission schedules and forecasts as dictated by integration efforts and mission requirements.Will be required to travel one to three times a year to participate in Technical Interchanges Meetings (TIMs) and other reviews; travel is mostly domestic, but foreign travel may be necessary.Required Qualifications:Bachelor's Degree in Engineering/Science/Math/Computer Science or related technical degree, and 2+ years' related technical experience2+ years' experience developing and resolving technical requirements2+ years' experience creating technical documentation2+ years' experience in requirements verification and testingExperienced with Microsoft Word and PowerPointThis position requires the candidate to be able to obtain a DOD Secret security clearance. In order to obtain a clearance, US Citizenship is required.Desired Qualifications:Experience with satellite communications networks, and more specifically with NASA's NSN .Experience overseeing a project and ensuring it conforms to planned costs, schedule, and scopeExcellent communication skills, verbal and written, including as a presenterSecurity Clearance:This position requires the ability to obtain and maintain a Secret security clearance.
