In Metro's Department of Safety, the Office of Emergency Preparedness is expanding its staff to meet its redefined mission to not only plan, train, respond and recover, but also prevent and mitigate incidents across our rail, bus and paratransit systems.

The 24/7/365 team of specialists with the operational experience, training and presence to support and oversee incidents on the scene and in the control center, train colleagues and first responders how to manage incidents, and take all necessary steps to recover safely and promptly from disruption caused by any emergency, crisis or disaster. The incumbent shold have extensive experience of incident command and control, and experience as an instructor. We need highly principled, inspirational, effective, resilient and emotionally intelligent communicators, who are also frontline leaders.

Minimum Qualifications

Education
  • Bachelor's Degree in, Emergency Management, Fire Science, Engineering, Business Administration, Public Administration, or other related fieldsIn lieu of a bachelor's degree, a high school diploma or general education diploma (GED) and four (4) years working in an operationally complex environment, coordinating response and recovery activities in a manner that drives performance and results in addition to the Experience requirement referenced below

  • Minimum four (4) years of experience leading incident command, emergency response and recovery in an operationally complex environment, in a manner that drives performance and results


Certification/Licensure
  • Valid motor vehicle operator's license from the jurisdiction of residence


  • Preferred
  • Experience in multiple settings and organizations leading response and recovery phases of critical incidents in a command and control environment
  • Experience or certification as an instructor delivering trainings related to incident management, emergency management, safety or another related field
  • Completed FEMA Incident Management training (e.g. NIMS 100a, 200a, 700a, 800b)
  • Certification in the field of Emergency Management (e.g. IAEM)
  • Knowledge of transit operations and relevant emergency management principles, risks and strategies in a transit or transportation operating environment
  • Master's degree in Emergency Management, Operations, Business, Public Administration or other related fields

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Summary

The Office of Emergency Preparedness (OEP) mission is a 24/7/365 commitment to mitigating, preparing for, responding to, and recovering from planned and unplanned events. The office is a part of the Department of Safety's Safety Management Oversight function.

The Response and Recovery Coordination Specialist is responsible for executing activities necessary to ensure the readiness, response, and recovery of the Authority during the response and recovery phases of an emergency, crisis or disaster. The incumbent is a member of a 24/7/365 team of response and recovery specialists, which performs a range of functions across rail, bus, paratransit and the rest of the Authority.

The incumbent is trained and qualified to perform multiple functions. As Incident Management Officer in the Rail Operations Control Center and OEP's On-Scene Coordinator, the incumbent acts as the Chief Safety Officer's representative to coordinate, support and ensure high standards of incident management. The incumbent also trains Metro colleagues and personnel from jurisdictional agencies, plays a lead role in exercises and readiness activities, and supports the implementation of the Authority's Safety Management System.

The incumbent works well under pressure and is both an excellent communicator and highly organized. The incumbent has extensive technical knowledge and applied experience in incident response and crisis recovery in complex operational environments. The incumbent is highly knowledgeable of relevant policies and procedures. The incumbent has the presence and emotional intelligence to effectively coordinate and communicate with senior management and frontline staff from both Metro and jurisdictional agencies.

ESSENTIAL FUNCTIONS
  • Is a member of the 24/7/365 Response and Recovery Coordination Team to serve all areas of the Authority, including rail, bus, paratransit, facilities, capital projects and administration, as deemed necessary by the Chief Safety Officer.
  • Performs the Incident Management Officer function. As the Chief Safety Officer's representative in the Rail Operations Control Center, ensures all incidents are managed in a safe manner, that relevant policies and procedures are followed, and operational decisions are safe and timely. Ensures and facilitates effective and efficient communications and notifications between the ROCC Operations Manager, Incident Command, Fire Liaison, MTPD, and other emergency personnel. Keeps WMSC informed of incidents as required. Fulfils key Department of Safety pre-defined duties in relation to incident response, investigation and administration.
  • Performs the OEP Primary On-Scene Coordinator function. As the Chief Safety Officer's first representative on the scene of an emergency incident, holds the following responsibilities: coordinates between all parties to ensure Incident Command is established and NIMS is adhered to; ensures relevant policies and procedures are being safely followed; provides strategic, operational and tactical advice and support to ensure effective communication and decision-making between individuals, teams and agencies; keeps critical stakeholders informed of developments; leads dynamic contingency planning to ensure a safe and timely recovery; fulfils other key Department of Safety pre-defined duties in relation to incident response and the initial stages of investigation.
  • Leads and supports instruction of frontline, management and executive personnel, as well as personnel from jurisdictional fire departments and other partner agencies in emergency management and incident command and coordination policies and practices. Maintains own knowledge, skills and certifications in order to effectively and professionally perform these instructor duties.
  • Prepares, coordinates and supports the operation of the Emergency Operations Center during extended emergencies or crises.Based on specialist knowledge of the relevant policies, procedures, plans, exercising and trainings, prepares, leads and continuously improves various readiness and preparation activities to ensure OEP, other departments, and external partners are ready to respond and recover to emergencies or crises, to include but not limited to acquisition, distribution, maintenance and testing of fire/life/safety equipment; staffing exercises; completing inspections and audits; reviewing incidents; feeding data into the Safety Management System.
  • Performs activities to support the Authority's safe, professional, and timely recovery and continuity of business operations during and following emergencies or crises.
  • Performs other duties to support the Director, other OEP teams, the Chief Safety Officer and Department of Safety, or other operational departments on a temporary basis as operational requirements demand. Plays a lead role in programs and projects to ensure the continuous improvement of OEP's response and recovery coordination functions to attain the Authority's goals for a comprehensive emergency preparedness and crisis management strategy that satisfies the highest standards, international best practices, and the business needs of one of the largest and high profile transit systems in the United States.
  • OTHER FUNCTIONS
  • Accurately maintains the Authority's Maintenance Management database. Enters work performance data, monitors work orders and backlog, assesses equipment performance trends, and predicts future maintenance requirements.
