Duties

  • Oversees and coordinates the Department's executive coaching program.
  • Design, delivery, evaluation and coordination of leadership and management training at the entry through executive-level, as well as stand-alone training programs that develop leaders for foreign affairs agencies.
  • Develop and deliver organizational and professional development services, to improve operational effectiveness of State Department Bureaus, offices and overseas mission. This includes developing and implementing training programs/seminars.

  • One year probationary period, unless excepted by regulation.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Basic Requirement:
Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
or

Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, you MUST have at least 1 year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service. Qualifying experience must demonstrate the following:

  • Experience in providing of executive coaching of senior officials and managing an executive coaching program or provide comparable executive coaching services;
  • Experience in delivering multi-day training programs on leadership and management topics at the entry through executive- level;
  • Experience designing and developing leadership/management courses, modules, and workshops that incorporate adult education principles and experiential learning techniques; and
  • Experience in designing and delivering organizational development interventions and/or providing coaching services.

There is no substitute of education for specialized experience for the GS-14 position.
